खलारी प्रखंड के गरीब बच्चों का हक मार रहे हैं फर्जी बीपीएल धारी

खलारी: शिक्षा एक ऐसा साधन है जिससे एक बेहतर, जागरूक, सुव्यवस्थित और सभ्य समाज की नीव रखी जा सकती है। शिक्षा के माध्यम से गांव, शहर, राज्य एवं देश प्रगतिशील बनाया जा सकता है। जिस समाज में शिक्षा का स्थान नहीं उस समाज का उत्थान करना मुश्किल ही नहीं नामुमकिन भी है। इस वजह से सरकारें कई योजनाएं चला रही है और देश के हर अंतिम व्यक्ति तक शिक्षा पहुंचे उसके लिए योजनाओं के साथ साथ केंद्र सरकार एवं राज्य सरकार कई कानून भी बनाई है। गरीब से गरीब बच्चा पैसों के अभाव में शिक्षा से वंचित ना रहे इसके लिए सरकारें कई सुविधाएं दे रही हैं। सरकारी स्कूलों में निशुल्क मध्यान भोजन, पाठ्य सामग्री, ड्रेस इत्यादि जैसी सुविधाएं दी जा रही हैं वहीं सूचीबद्ध निजी स्कूलों में  नए नामांकन में कुल नामांकन का 25% गरीबी रेखा से नीचे जिनकी सालाना इनकम 70 हजार या उससे कम है को लेना अनिवार्य किया है। 

   शिक्षा के अधिकार के तहत बीपीएल परिवारों के लिए यह प्रावधान किया गया है। परंतु खलारी प्रखंड के कुछ लोग एक सिंडिकेट बनाकर इन गरीब बच्चों का हक मार रहे हैं। मिली जानकारी के मुताबिक 5 से 6 लोग का एक सिंडिकेट है जो फर्जी कागजात बनाकर और पैसों का लेनदेन कर सांठगांठ के तहत आलीशान बिल्डिंगों और कार तक रखने वालों के बच्चों का नामांकन इस योजना के तहत करा रहे हैं।   

   इसके एवज में बच्चों के अभिभावकों से मोटी रकम तक लिया जा रहा है। इस कार्य के लिए अभिभावकों से कहा जाता है कि एक साल का फीस और एडमिशन फीस एक बार लगेगा और हमेशा के लिए आपका बच्चा निशुल्क पढ़ाई करेगा। और वह पैसा अपनी जेब में रख लिया जाता है।      

  ऐसा ही मामला खलारी प्रखंड में प्रकाश में आया है जहां कुछ बच्चों का नामांकन नहीं किए जाने पर सीआरपी दीपक कुमार को धमकाने तक का कार्य किया जा रहा है और यहां तक ही नहीं उन पर दबाव बनाने के लिए अभिभावकों से पैसों की मांग करने का भी आरोप लगाया जा रहा है। इस विषय पर उनसे पूछे जाने पर उन्होंने बताया कि दो व्यक्तियों के द्वारा आवेदन देकर 7 बच्चों का नामांकन नहीं होने पर शिकायत किया गया है कि इनका नामांकन क्यों नहीं कराया गया और नामांकन के नाम पर मेरे द्वारा पैसों की मांग की गई है जबकि आवेदन करता समृद्ध परिवार से आता है और वह अपने बच्चों का शिकायत नहीं कर 7 बच्चों का कर रहा है यहां तक ही नहीं इन लोगों के द्वारा किसी अन्य व्यक्ति जो अपने को डीएससी बताकर मुझे ( दीपक कुमार को ) व्हाट्सएप एवं फोन पर धमकी दे रहा है की वीडियो रोहित कुमार नूतन एवं लेखराज नाग को सस्पेंड कर चुके हैं, इनके आगे आप कुछ नहीं है। साथ ही अखबार में नाम छापने की भी बात और सूचना के अधिकार से जानकारी लेने की बात कह कर धमकाया गया है। उन्होंने खलारी बीडीओ लेखराज नाग एवं डीएससी से उक्त सन्दर्भ में आग्रह किया है कि आवेदन करने वाले सभी बच्चों का या अभी से पूर्व में भी किए गए बच्चों और अभिभावकों के दस्तावेजों की जांच होनी चाहिए और उनके घर जाकर सत्यापन होनी चाहिए कि सही में यह सारे गरीबी रेखा के नीचे आते भी हैं या नहीं। क्योंकि कई ऐसे दस्तावेज हैं जो कंप्यूटर द्वारा एडिट किए रहते हैं इन सभी पर जांच के उपरांत उचित कार्यवाही की मांग सीआरपी दीपक कुमार ने की है।

●क्यों नहीं हुआ नामांकन यह जाँच का विषय है : दीपक कुमार

सीआरपी दीपक कुमार बताते हैं कि 7 बच्चों के लिए ये दो अभिभावक आरोप लगा रहे हैं, बाकी के अभिभावक कहाँ हैं ?  सामने क्यों नहीं आते? इससे आप समझ सकते हैं कि मामला क्या है।

नामांकन लेना और जाँच करना स्कूलों का कार्य होता है, शिक्षा विभाग के कर्मी सिर्फ अभिभावकों की शिकायत हेतू यानी विद्यालयों के द्वारा आवेदन नहीं जमा लिया जाता हो अथवा इस संबंधित कोई शिकायत होता है उसके लिए होते है न की नामांकन के लिए, नामांकन के लिए बीपीएल कोटा के तहत नामांकन लेने पर शत प्रतिशत विद्यालयों की भूमिका होती है। इन बच्चों का नामांकन क्यों नहीं हुआ यह जाँच का विषय है।
