हेमंत सरकार का प्रस्ताव तैयार…मैट्रिक स्तर की नियुक्तियों के लिए अब ऊंची डिग्रियों वाले नहीं कर सकेंगे आवेदन, परीक्षार्थियों में मची खलबली

रांची: झारखंड अब में तृतीय और चतुर्थ वर्ग के पदों पर ऊंची डिग्रियों वाले सैकड़ों लोग अब मैट्रिक स्तर की नियुक्तियों के लिए आवेदन नहीं कर सकेंगे. राज्य सरकार ने झारखंड राज्य कर्मचारी चयन आयोग (जेएसएससी) के जरिए होनेवाली नियुक्तियों को लेकर कर्मिक विभाग की ओर से एक प्रस्ताव तैयार किया गया है। कार्मिक विभाग के अनुसार जिन नौकरियों के लिए मैट्रिक की अहर्ता निर्धारित है, उसकी परीक्षाओं के लिए मैट्रिक से ऊपर की शैक्षणिक योग्यता अभ्यर्थी भी बड़ी संख्या में आवेदन कर देते हैं। इंटर, ग्रैजुएट और पोस्ट ग्रैजुएट लोगों के आवेदन देने से सिर्फ मैट्रिक पास अभ्यर्थियों की हकमारी हो जाती है।

नियमावली में बदलाव का प्रस्ताव तैयार, सीएस को भेजा गया

कार्मिक विभाग ने जेएसएससी परीक्षाओं की नियमावली में बदलाव का प्रस्ताव तैयार कर राज्य के मुख्य सचिव के पास विचार के लिए भेज दिया है। अगर इस प्रस्ताव पर मुहर लग गई तो, फिर मैट्रिक स्तर की परीक्षाओं के लिए इंटर, स्नातक या अन्य तरह की उच्च शिक्षा प्राप्त छात्र-युवा आवेदन करने के लिए अयोग्य हो जाएंगे. दरअसल, पीजी, बीटेक और पीएचडी डिग्री होल्डर भी कई छोटी सरकारी नौकरियों में पदस्थापित हैं। तीसरे-चौथे दर्जे की नौकरियों की वैकेंसी निकलने पर उच्च शिक्षा प्राप्त लोग भी बड़ी तादाद में परीक्षा में शामिल हो जाते हैं। कई विभाग और दफ्तर तो ऐसे हैं, जहां मैट्रिक पास सहायक के अधीन उच्च शिक्षा की डिग्री वाले भी काम कर रहे हैं।

अगर नियमावली में संशोधन हुआ तो, विरोध संभव

प्रस्ताव भेजने के बाद परीक्षार्थियों में खलबली मच गई है. अगर नियमावली में इस तरह का संशोधन हुआ तो, विरोध निश्चित है. इस नियमावली को कोर्ट में चुनौती भी दी जा सकती है, क्योंकि पूरे देश में शायद ही कहीं ऐसी व्यवस्था हो, जिसमें उच्च शैक्षणिक डिग्री होने पर अभ्यर्थी को किसी प्रतियोगी परीक्षा से वंचित कर दिया जाए। वैसे भी झारखंड में परीक्षा और नियुक्ति की नियमावलियों को लेकर विवाद से गहरा नाता है. ऐसे विवादों के कारण पिछले तीन-चार साल में एक दर्जन से ज्यादा नियुक्ति परीक्षाएं और प्रक्रियाएं या तो रद्द की गई हैं या फिर बाधित हुई हैं। विपक्ष की ओर से भी सवाल खड़े किए जाएंगे. इसपर सरकार को जवाब देना मुश्किल हो जाएगा.
