सरयू राय ने अपनी उपलब्धियां गिनाईं,कहा-अपने कार्यकाल के दौरान हमने 156 करोड़ रुपये से अधिक की योजनाओं का क्रियान्वयन कराया

सरयू राय का जलापूर्ति योजना पर रहा फोकस…करीब 10 हजार घरों में पानी का नया कनेक्शन दिलवाने का काम किया

जमशेदपुर : पूर्वी सिंहभूम के निर्दलीय विधायक सरयू राय ने विधानसभा चुनाव का बिगुल फूंक दिया है. रविवार को सिदगोड़ा टाउन हॉल में आयोजित भारतीय जनतंत्र मोर्चा के बूथ स्तरीय कार्यकर्ताओं के सम्मेलन में उन्होंने इसका खुलासा कर दिया है. श्री राय ने कहा कि हमें अगले कुछ महीनों में होनेवाले विधानसभा चुनाव के लिए मुस्तैदी के साथ काम पर डटे रहना होगा। श्री राय ने कहा कि मोहरदा जलापूर्ति योजना देशभर में बनायी गयी सबसे घटिया जलापूर्ति योजना है। इसमें जितना भी सुधार बीते 4 वर्ष में किया गया है, वह कम साबित हो रहा है। इसलिए मोहरदा जलापूर्ति योजना का फेज-2 आरंभ किया जा रहा है। जिस पर कुछ ही दिनों में काम शुरू हो जाएगा। करीब 10 हजार घरों में पानी का नया कनेक्शन दिलवाने का कार्य आरंभ हुआ है। उन्होंने अपनी उपलब्धियों पर जोर देते हुए कहा कि कोरोना के बाद उनके विधानसभा क्षेत्र में बीते ढाई वर्षों में जो विकास हुआ वो बीते 20-30 वर्षों में भी नहीं हुआ। 2000 से भी अधिक कार्यकर्ता टाउन हॉल में उपस्थित थे।

मालिकाना हक देने में आ रही कठिनाई को लेकर विधायक ने मंत्री पर दोष मढ़ा

उन्होंने कहा कि अपने विधायक कार्यकाल के दौरान मैंने 156 करोड़ रुपये से अधिक की योजनाओं का क्रियान्वयन क्षेत्र में कराया। उन्होंने कहा कि जमशेदपुर में वैधानिक म्यूनिसिपलिटी (नगरपालिका) के लिए मैं सतत प्रयास कर रहा हूं। काफी हद तक इसमें सफलता मिली है। पर अभी तक यह सफलता कार्यरूप नहीं ले पायी है। अभी भी अवैधानिक जेएनएसी के साथ टाटा स्टील के बाहर नगरपालिका की व्यवस्था चल रही है। इन्हें मिलाकर एक औद्योगिक नगर समिति क्षेत्र बनाने का निर्णय सरकार ने लिया है। मगर पड़ोस के एक मंत्री ने दबाव डालकर इसमें अपना नाम अध्यक्ष के लिए डलवा दिया है, जबकि कानून के अनुसार औद्योगिक नगर समिति का अध्यक्ष संबंधित जिले के उपायुक्त होते हैं। इस कारण से यह निर्णय लागू नहीं हो पा रहा है। मैंने सरकार से कहा है कि इसमें जनता की सहभागिता भी सुनिश्चित करायें। तीसरी समस्या मालिकाना हक का है, जिसके बारे में मैंने चार बार विधानसभा में अल्पसूचित प्रश्न, ध्यानाकर्षण प्रस्ताव एवं निजी संकल्प के रूप में उठाया है। इसमें सरकार ने जवाब दिया है कि 2018 में तत्कालीन मुख्यमंत्री ने मालिकाना हक की जगह अधिकतम 10 डिसमिल तक आवासीय भवन एवं भूमि का लीज देने के लिए अधिसूचना जारी कर दिया है। इसलिए मालिकाना हक देने में कठिनाई हो रही है।

कांग्रेस के नेताओं पर सरयू का तंज

सरयू ने कहा कि जमशेदपुर पूर्वी विधानसभा क्षेत्र से चुनाव लड़ने के लिए कांग्रेस के जो नेता व्याकुल होकर घूम रहे हैं, उन्हें एक बार इस बारे में अपनी सरकार की आलोचना करनी चाहिए और दबाव डालकर सरकार को इसके लिए तैयार करना चाहिए। पर ये ऐसा नहीं करेंगे, यह मैं जानता हूं। उन्होंने कहा कि मैंने जमशेदपुर में नाला आधारित विकास योजना बनाने का प्रस्ताव सरकार के सामने रखा है। ताकि इन्दौर नगर निगम की तरह जमशेदपुर की गलियां और नालियां साफ रहें। घरों का गंदा पानी बिना बाधा के बड़ों नालों तक पंहुचता रहे और बड़े नालों का पानी साफ होकर नदी में जाये। इसके बारे में मैं नगर विकास विभाग और टाटा स्टील को भी विशेष निधि आवंटित करने के लिए कहा रहा हूं, ताकि जमशेदपुर को साफ-सफाई के मामले में आदर्श शहर बनाया जा सके।

भाजमो सरकार-प्रशासन की गलत नीतियों का विरोध करेगा

सम्मेलन में भारतीय जनतंत्र मोर्चा के केन्द्रीय अध्यक्ष धर्मेंन्द्र तिवारी ने उद्घाटन भाषण दिया। भाजमो जिला अध्यक्ष, सुबोध श्रीवास्तव ने स्वागत भाषण और विषय प्रवेश किया। इसके बाद कुलविन्दर सिंह पन्नू ने सम्मेलन में एक प्रस्ताव रखा, जिसमें महिला मोर्चा, युवा मोर्चा, अनुसूचित जाति मोर्चा अनुसूचित जनजाति मोर्चा के अध्यक्ष सहित कतिपय अन्य नेताओं ने अपना संशोधन पेश किया। निर्णय हुआ कि इस प्रस्ताव में जिन मांगों और समस्याओं का उल्लेख है, उन्हें लेकर भारतीय जनतंत्र मोर्चा शीघ्र ही डीसी कार्यालय में एक जन-प्रदर्शन करेगा और सरकार एवं प्रशासन की गलत नीतियों का विरोध करेगा।
