रांची: मुख्यमंत्री हेमंत सोरेन की कैबिनेट बन गई. गुरुवार को 11 मंत्रियों ने शपथ ली. हेमंत सोरेन पार्ट टू सरकार में कई नए चेहरों को इस बार मंत्रिमंडल में शामिल किया गया है. क्षेत्रीय व जातीय संतुलन के साथ-साथ हेमंत सोरेन ने अपने वोट बैंक का ख्याल रखा है. पहली बार मंत्रिमंडल में अगड़ी जाति को प्रतिनिधित्व नहीं मिला है.
कहने को तो कांग्रेस कोटे से मंत्री बनीं दीपिका पांडेय सिंह को शामिल किया गया है. लेकिन सूत्रों के अनुसार उनका चयन भी अगड़ी जाति के नाम पर नहीं, बल्कि ओबीसी कोटे से ही हुआ. मंत्रियों के चयन में कांग्रेस व झामुमो ने अपने वोट बैंक का ध्यान रखते हुए आदिवासी, ओबीसी, अल्पसंख्यक व दलित को महत्व दिया है.
क्या अंनत प्रताप अंदरुनी राजनीति के शिकार हो गए?
वोट बैंक की राजनीति में ही अगड़ी जाति को पहली बार मंत्रिमंडल के गठन में दरकिनार कर दिया गया है. भवनाथपुर से झामुमो के टिकट पर जीते अनंत प्रताप देव का नाम शुरू से चल रहा है. क्षेत्रीय व जातीय समीकरण भी उनके पक्ष में था. लेकिन अंतिम क्षणों में उनका नाम कट गया. वह अंदरुनी राजनीति के शिकार हो गए. पलामू प्रमंडल से वह झामुमो के अकेले विधायक थे.
पलामू से कांग्रेस कोटे से राधाकृष्ण किशोर मंत्री बनाए गए. किशोर सीनियर विधायक हैं. दलित सामाज से आते हैं. सरकार में वह नंबर दो की हैसियत पर हैं. 11 मंत्रियों में सबसे पहले राधाकृष्ण किशोर ने ही शपथ ली. किशोर संसदीय मामलों के जानकारी भी हैं, इसलिए संभव है कि उन्हें वित्त व संसदीय कार्य मंत्री बनाया जा सकता है.
बंधु अपनी बेटी को मंत्री बनाने में सफल रहे
कांग्रेस ने अपने कोटे के चार मंत्रियों में दो नए चेहरों राधाकृष्ण किशोर व शिल्पी नेहा तिर्की को मौका दिया है. शिल्पी महिला के साथ-साथ सबसे युवा मंत्री हैं. पढ़ी-लिखी हैं. पूर्व मंत्री व कद्दावर आदिवासी नेता बंधु तिर्की की बेटी हैं.
बंधु तिर्की अपनी बेटी को मंत्री बनाने में सफल रहे. दीपिका पांडेय सिंह व इरफान अंसारी को फिर से मंत्री बनाया गया है. कांग्रेस ने दो महिलाओं को अवसर दिया है. मंत्रिमंडल में शामिल दो महिलाएं कांग्रेस कोटे से ही हैं. कांग्रेस अनुभवी व नए चेहरों को महत्व दिया है. साथ ही क्षेत्रीय व जातीय समीकरणों को साधा है.
इधर, राजद से गोड्डा विधायक संजय प्रसाद सिंह यादव को मंत्री बनाया गया है. संजय यादव लालू यादव व तेजस्वी यादव की पसंद हैं. राजद ने झारखंड में यादव वोट बैंक को मजबूत करने के लिए ही संजय यादव को मंत्री बनाया है. लालू-तेजस्वी की पसंद के कारण देवघर विधायक सुरेश पासवान पिछड़ गए.
हालांकि सबसे अधिक बदलाव झामुमो में हुआ. यहां तीन नए व तीन पुराने चेहरों को मंत्री बनाया गया है. पुराने चेहरों में दीपक बिरूआ, हफीजुल हसन, व रामदास सोरेन, जबकि नए चेहरों में गिरिडीह विधायक सुदिव्य कुमार सोनू, गोमिया विधायक योगेंद्र महतो व विशुनपुर विधायक चमरा लिंडा शामिल हैं.
सुदिव्य-योगेंद्र हेमंत सोरेन के करीबी
झामुमो ने अपने वोट बैंक का ख्याल रखते हुए चमरा को मंत्री बनाया है. सुदिव्य कुमार सोनू व योगेंद्र महतो हेमंत सोरेन के करीबी रहे हैं. गोमिया से चुनाव हारने के बाद हेमंत सोरेन ने योगेंद्र महतो को पिछड़ा वर्ग आयोग का अध्यक्ष बनाया था. योगेंद्र महतो कुर्मी जाति से हैं. इसलिए मंत्रिमंडल में वे कुर्मी चेहरा हैं. मथुरा महतो जैसे कद्दावर नेता के बदले हेमंत सोरेन ने योगेंद्र महतो को तरजीह दी है.
सुदिव्य सोनू ओबीसी समाज से आते हैं. सुदिव्य हेमंत के साथ कल्पना सोरेन की भी पंसद हैं. हेमंत सोरेन के कानूनी कामकाज के साथ गांडेय की जिम्मेदारी भी संभालते हैं. पहले भी इसका नाम चर्चा में रहा है.
दरअसल, चमरा लिंडा का नाम ने सबको चौंका दिया, क्योंकि उनके नाम की चर्चा नहीं थी. चमरा लिंडा अक्सर पार्टी लाइन से अलग चलते रहे हैं. लोहरदगा लोकसभा का चुनाव भी उन्होंने इंडिया गठबंधन से विद्रोह कर लड़ा था.
लिंडा को इसके लिए पार्टी से निलंबित भी कर दिया था. बावजूद दक्षिण छोटानागपुर के नाम पर उन्हें मंत्री बनाया गया. चमरा लिंडा के नाम ने सबको चौंका दिया है. हेमंत सोरेन ने कई दिग्गजों को किनारे लगा दिया. जिनके नाम की चर्चा थी, वह आउट हो गए.
आदिवासी समाज से पांच मंत्री
मंत्रिमंडल में राज्य के सभी पांच प्रमंडलों को प्रतिनिधत्व दिया गया है. संथाल परगना को फिर से महत्व दिया गया है. संथाल से पांच विधायकों को मंत्री बनाया गया है. मंत्रिमंडल में अनुभवी, नए व युवा चेहरा, महिला, आदिवासी ओबीसी व दलित जातियों को प्रतिनिधत्व मिला है.
सबसे अधिक आदिवासी समाज से पांच मंत्री बनाए गए हैं. पहली बार मंत्रिमंडल में सीधे-सीधे अगड़ी जाति का प्रतिनिधत्व नहीं है. लंबे समय के बाद एक साथ 11 मंत्रियों ने शपथ ली. 12वां मंत्री को कोटा भी इस बार हेमंत ने पहली बार में ही भर दिया.
