सीएम हेमंत सोरेन ने कैबिनेट की बैठक में अफसर से लेकर मंत्री तक की जिम्मेवारी तय की

मंत्रियों को हिदायत…आप्त सचिव व निजी सचिव की नियुक्ति करते वक्त उनकी पृष्ठभूमि की जांच जरूर कर लें. ध्यान रहे कि उनकी पृष्ठभूमि विवादित ना हो.

रांची : सीएम हेमंत सोरेन नयी सरकार के गठन के बाद पूरे फार्म में दिख रहे हैं. उन्होंने कहा है कि 2 महीने में सभी विभागों की समीक्षा मंत्री करेंगे और पदाधिकारियों की कार्यकुशलता का भी ध्यान रखेंगे. फिर सभी चीजों से उन्हें भी अवगत कराया जाए. इससे पूर्व शुक्रवार को हेमंत सोरेन सरकार के मंत्रियों के विभागों का बंटवारा हो गया. इसके बाद कैबिनेट की बैठक हुई.

कैबिनेट की बैठक के बाद सीएम ने प्रेस को संबोधित किया. सबसे पहले सीएम ने  बताया कि पदाधिकारी से लेकर मंत्री तक की जिम्मेवारी तय की गई है. आनेवाले समय में सूबे को बेहतर दिशा देने के लिए 15-16 प्वाइंट बनाये गये हैं, जो आगे की रूपरेखा तय करेंगे.

रांची ही नहीं बाकी जिला कार्यालयों तक बैठक होगी और मंत्री इसकी समीक्षा करेंगे. इसमें सभी चीजों को देखा-परखा जायेगा. उन्होंने सभी विभागों में जल्द प्रमोशन भी होंगे. इसके अलावा त्वरित गति से समस्याओं का समाधान होगा. मंत्रियों को विभागों को दुरूस्त करने का निर्देश दिया गया है.

लाभार्थियों से संपर्क कर फीडबैक लेंगे मंत्री

कैबिनेट की बैठक में उन्होंने कहा है कि कोई भी प्रस्ताव भेजने से पहले मंत्री खुद उसकी पूरी समीक्षा कर लें और वित्त विभाग, विधि विभाग एवं कार्मिक विभागों से भी परामर्श ले लें, ताकि प्रस्ताव समय पर बैठक में पहुंच सकें. सभी मंत्री अपने-अपने विभाग के सभी जिला कार्यालयों का दौरा करें. विभागीय गतिविधियों की समीक्षा करेंगे और योजनाओं के लाभार्थियों से प्रत्यक्ष संपर्क कर फीडबैक लेना सुनिश्चित करेंगे.

सीएम ने मंत्रियों की हिदायत दी कि सभी मंत्री विभागीय योजनाओं का गहन अध्ययन करें, योजनाओं की कमियों और खामियों का मूल्यांकन करें और सुधार के लिए आवश्यक कदम उठाएं.

उन्होंने इस बात पर जोर दिया कि सभी मंत्रियों को इस बात की समीक्षा करनी होगी कि योजनाएं लंबित क्यों है और उन्हें पूरा करने के लिए क्या जरूरी कदम उठाने चाहिए. ऐसी योजनाएं, जिनमें बदलाव की आवश्यकता है या क्रियान्वयन में कठिनाइयां आ रही हैं, उनके निराकरण हेतु प्रस्ताव तैयार करें.

मीडिया को लेकर सीएम ने कहा कि सभी मंत्री अपने विभाग की उपलब्धियों के बारे में समय-समय पर प्रेस कांफ्रेंस करके इसकी जानकारी साझा करेंगे. सभी मंत्री अपने विधानसभा क्षेत्र के अलावा अन्य जिलों का भी दौरा कर जनता की समस्याओं का समाधान करेंगे.

मंत्रियों को निर्देश दिया कि राज्य के दूर-दराज के क्षेत्रों, अनुसूचित जाति/जनजाति क्षेत्रों और पहाड़ी क्षेत्रों तक योजनाओं का लाभ पहुंचाने के लिए नए प्रस्तावों पर विचार करें.

कर्मचारियों की पदोन्नति व पदस्थापना की समीक्षा कर जरूरी कार्यवाही करने का निर्देश

सीएम ने राजस्व उगाही को लेकर कहा कि राजस्व प्राप्ति की संभावना वाले विभागों को राजस्व स्रोतों की समीक्षा कर राजस्व वृद्धि का प्रस्ताव तैयार करना होगा. भवन निर्माण जैसी बुनियादी ढांचागत योजनाओं की समीक्षा कर यह सुनिश्चित करें कि बने हुए भवन का समुचित उपयोग हो और अनावश्यक भवन निर्माण से बचा जाए.

वर्ष 2025-26 के लिए योजनाओं की रूपरेखा तैयार किया जायेगा. विभाग के अधीनस्थ अधिकारियों और कर्मचारियों की पदोन्नति और पदस्थापना की समीक्षा कर जरूरी कार्यवाही करेंगे. मंत्रियों को यह कहा गया कि आप्त सचिव और निजी सचिव की नियुक्ति करते वक्त उनकी पृष्ठभूमि की जांच जरूर कर लें. ध्यान रहे कि उनकी पृष्ठभूमि विवादित ना हो. स्थानीय जनप्रतिनिधियों से मिलने के लिए समय निर्धारित करें.
