बंधु तिर्की ने कहा-आवश्यक वैधानिक औपचारिकताओं को पूरा कर पेसा कानून जल्द लागू किया जाए, यह समय की मांग है 

रांची : पूर्व मंत्री एवं झारखण्ड प्रदेश कांग्रेस कमेटी के कार्यकारी अध्यक्ष बंधु तिर्की ने कहा है कि झारखण्ड सरकार द्वारा पेसा कानून की नियमावली को मंजूरी देने के बाद अब इस बात की नितांत आवश्यकता है कि सभी आवश्यक वैधानिक औपचारिकताओं को पूरा कर पेसा कानून को जमीनी स्तर पर जल्द-से-जल्द लागू किया जाये.

श्री तिर्की ने कहा कि पेसा क़ानून लागू होने से झारखण्ड की दशा और दिशा में सकारात्मक बदलाव आयेगा और अब ग्रामीणों विशेषकर जनजातीय समुदाय और मूलवासियों के लिये यह बहुत जरूरी है कि सरकार द्वारा स्वीकृत पेसा नियमावली के अनुरूप पेसा कानून का सीधा फायदा झारखण्ड के लोगों को मिले.

श्री तिर्की ने मुख्यमंत्री हेमंत सोरेन से अनुरोध किया कि नयी सरकार के गठन के बाद झारखण्ड में विशेष रूप से आदिवासियों एवं मूलवासियों को पेसा कानून लागू होने के सम्बन्ध में सरकार से बहुत अधिक भरोसा है.

‘ग्रामीण क्षेत्रों में जनप्रतिनिधि अपनी जवाबदेही समझें’

श्री तिर्की ने विश्वास व्यक्त किया कि पेसा क़ानून लागू होने से ग्रामीण क्षेत्रों में जनप्रतिनिधि भी अपनी पूर्ण जिम्मेदारी, जवाबदेही, ईमानदारी और लोगों की जरूरतों-आकांक्षाओं के अनुरूप अपनी जागरूकता का परिचय देते हुए अपने कार्य करेंगे, क्योंकि ग्राम सभा की सफलता के लिये यही अनिवार्य और व्यावहारिक शर्त है.

श्री तिर्की ने कहा कि झारखण्ड के ग्रामीण क्षेत्र में पारम्परिक शासन व्यवस्था का विशेष महत्व है, जहां मानकी-मुण्डा, पाहन, प्रधान, मांझी जैसी व्यवस्था के कारण ही विकास के साथ-साथ जनजातीय जीवन-संस्कृति का भी संरक्षण होता है और संवैधानिक व्यवस्था के अनुसार झारखण्ड के लोगों की अपेक्षाओं के अनुकूल पेसा नियमावली को अविलम्ब लागू करना आज की सर्वाधिक प्राथमिक जरूरतों में से एक है.
