राज्यपाल के अभिभाषण पर विपक्ष बिदका…राज्यपाल के भाषण में कोई सच्चाई नहीं होने का आरोप लगाते हुए नारेबाजी की…स्पीकर ने कहा-सदन में गतिरोध के कारण वांछित परिणाम प्राप्त नहीं हो सकते

रांची : झारखंड विधानसभा में लंबा चलनेवाले बजट सत्र की सोमवार से शुरुआत हो गई. बजट सत्र की शुरुआत राज्यपाल संतोष गंगवार के अभिभाषण में सरकार की उपलब्धियों, योजनाओं और भविष्य की प्राथमिकताओं का जिक्र हुआ. संसदीय परम्परा के अनुसार राज्यपाल को सरकार द्वारा रचित अभिभाषण का पाठ करना होता है. अभिभाषण के दौरान जब राज्यपाल ने कहा कि पिछले साल हुए विधानसभा चुनावों में सत्तारूढ़ झामुमो के नेतृत्व वाले गठबंधन को मिले भारी जनादेश से पता चलता है कि यह लोगों के दिलों में बसता है, इस शब्द से विपक्ष थोड़ा असहज हो उठा था.

हालांकि विपक्षी भाजपा ने इसका विरोध जताने का कोरम पूरा किया. विधानसभा चुनावों में झामुमो के नेतृत्व वाले गठबंधन ने भाजपा को करारी शिकस्त देकर सत्ता में वापसी की है तो, तारीफ का हक भी बनता है.

राज्यपाल ने अपने अभिभाषण में राज्य सरकार की नीतियों को रेखांकित करते हुए विकास, सुशासन और जनकल्याण पर जोर दिया। उन्होंने कहा कि सरकार सभी वर्गों के विकास के लिए प्रतिबद्ध है और आम जनता की भलाई को प्राथमिकता दे रही है। उन्होंने कहा कि चुनावों में रिकॉर्ड मतदान न केवल लोकतंत्र में लोगों की आस्था को दर्शाता है, बल्कि सरकार के काम और नीतियों में उनके अटूट विश्वास को भी दर्शाता है। ये लाइन भी सरकार के फेवर में जाता है.

‘सरकार भ्रष्टाचार को खत्म करने के लिए प्रतिबद्ध’

उन्होंने कहा कि भ्रष्टाचार किसी भी राज्य की विकास यात्रा में एक बड़ी बाधा है। सदन में भाजपा विधायकों द्वारा उठाई गई आपत्तियों के बीच गंगवार ने कहा कि हमारी सरकार झारखंड को भ्रष्टाचार से मुक्त बनाने के लिए प्रतिबद्ध है। उन्होंने कहा कि सरकार भ्रष्टाचार को खत्म करने के लिए प्रतिबद्ध है और इसमें कथित संलिप्तता के लिए 56 लोक सेवकों को गिरफ्तार किया गया है।

उन्होंने कहा कि नक्सल विरोधी अभियान योजनाबद्ध तरीके से चलाए गए, जिसके परिणामस्वरूप 2024 में 248 नक्सलियों को गिरफ्तार किया गया। 24 नक्सलियों ने आत्मसमर्पण किया और नौ मुठभेड़ में मारे गए। उन्होंने कहा कि राज्य में कुल 154 संगठित अपराधी और 898 साइबर अपराधी गिरफ्तार किए गए. उन्होंने मइयां सम्मान योजना और अबुआ आवास समेत सरकार की विभिन्न कल्याणकारी योजनाओं का भी जिक्र किया।

इधर, विपक्षी भाजपा ने राज्यपाल के भाषण में कोई सच्चाई नहीं होने का आरोप लगाते हुए नारेबाजी की। इस पर स्पीकर रवींद्र नाथ महतो ने कहा कि बाधा डालना विधानसभा की परंपरा नहीं है।

इससे पहले, सत्र के पहले दिन की शुरुआत स्पीकर के भाषण से हुई। स्पीकर ने कहा कि लोगों ने हमें बहुत उम्मीदों के साथ चुना है। सदस्यों से उम्मीद की जाती है कि वे उनकी आकांक्षाओं को पूरा करेंगे। लेकिन यह भी सच है कि कई बार सदन में गतिरोध के कारण वांछित परिणाम प्राप्त नहीं हो पाते हैं। इसलिए, मैं आग्रह करता हूं कि ऐसा कोई गतिरोध न हो।

राज्य का बजट 3 मार्च को पेश किया जाएगा

झारखंड विधानसभा के बजट सत्र के पहले दिन सोमवार को हाल ही में दिवंगत हुए प्रतिष्ठित व्यक्तियों को श्रद्धांजलि दिए जाने के बाद सदन की कार्यवाही स्थगित कर दी गई। विधानसभा सत्र 27 मार्च को समाप्त होगा। वित्त वर्ष 2025-26 के लिए राज्य का बजट 3 मार्च को पेश किया जाएगा।

पिछले साल नवंबर में झामुमो के नेतृत्व वाले गठबंधन के चुनाव जीतने के बाद से हेमंत सोरेन के नेतृत्व वाली सरकार का यह पहला बजट होगा। पहले सत्र के दौरान रवींद्र नाथ महतो को विधानसभा का अध्यक्ष चुना गया था, जबकि 81 सदस्यों ने शपथ ली थी।
