रांची : झारखंड पेरेंट्स एसोसिएशन के अध्यक्ष अजय राय ने राज्य के निजी स्कूलों द्वारा चालू शैक्षणिक सत्र में मनमाने ढंग से की गई फीस वृद्धि, एनुअल चार्ज, री-एडमिशन फीस एवं विभिन्न शुल्कों की वसूली को गैरकानूनी करार देते हुए सरकार से तत्काल हस्तक्षेप की मांग की है।
उन्होंने कहा कि लगातार मिल रही अभिभावकों की शिकायतें इस बात का प्रमाण हैं कि स्कूल प्रबंधन ट्यूशन फीस के अतिरिक्त विभिन्न मदों में अवैध रूप से शुल्क वसूल कर छात्रों व उनके अभिभावकों का आर्थिक शोषण कर रहे हैं। यह स्पष्ट रूप से झारखंड शिक्षा न्यायाधिकरण संशोधन अधिनियम 2017 का उल्लंघन है, जिसके अंतर्गत बिना सक्षम प्राधिकरण की पूर्व स्वीकृति के कोई भी फीस वृद्धि अवैध मानी जाती है।
‘किसी भी जिले के डीसी ने गंभीरता नहीं दिखाई’
श्री राय ने कहा कि यह दुर्भाग्यपूर्ण है कि विधानसभा में चर्चा के बावजूद आज तक किसी भी जिले में उपायुक्तों द्वारा इस विषय पर कोई ठोस बैठक नहीं की, जो राज्य सरकार की गंभीरता पर प्रश्नचिह्न खड़ा करता है।
उन्होंने मांग की कि राज्य सरकार इस कानून को तत्काल प्रभाव से लागू करे और वर्तमान सत्र में की गई फीस वृद्धि पर रोक लगाए। साथ ही उन्होंने झारखंड शिक्षा न्यायाधिकरण (JET) को सक्रिय करने और प्रत्येक जिले में एक फीस रेगुलेटरी कमेटी गठित कर फीस संरचना की निगरानी करने की आवश्यकता बताई।
उन्होंने सरकार को चेतावनी दी कि अगर सरकार शीघ्र कोई ठोस कदम नहीं उठाती है, तो झारखंड पेरेंट्स एसोसिएशन सड़कों पर उतरने और राज्यव्यापी आंदोलन की दिशा में कदम उठाने को बाध्य होगी.
