पहलगाम में पर्यटकों पर हमला, केंद्र और खुफिया तंत्र की घोर लापरवाही का नतीजा: विजय शंकर नायक

रांची : पहलगाम (जम्मू-कश्मीर) में हुए भीषण आतंकी हमले को लेकर आदिवासी मूलवासी जनाधिकार मंच के केंद्रीय उपाध्यक्ष विजय शंकर नायक ने कहा कि इस हत्या ने पूरे देश को स्तब्ध कर दिया है। यह हमला न केवल कश्मीर की शांति और पर्यटन को बढ़ावा देने के दावों पर कड़ा प्रहार है, बल्कि केंद्र सरकार और खुफिया एजेंसियों की घोर लापरवाही और विफलता को भी उजागर करता है। केंद्र सरकार को सुरक्षा चूक के लिए जवाबदेह माना जाना चाहिए.

सुरक्षा व्यवस्था की समीक्षा के मात्र दो सप्ताह बाद हुआ हमला

खुफिया विफलता: यह हमला गृह मंत्री अमित शाह द्वारा जम्मू और कश्मीर में सुरक्षा व्यवस्था की समीक्षा के मात्र दो सप्ताह बाद हुआ। इतने बड़े पैमाने पर आतंकी हमले की कोई पूर्व सूचना न मिलना खुफिया एजेंसियों की अक्षमता को दर्शाता है।

श्री नायक  ने कहा कि क्या राष्ट्रीय सुरक्षा एजेंसी (NSA) और रिसर्च एंड एनालिसिस विंग (RAW) जैसे संगठन इस खतरे को भाँपने में पूरी तरह विफल रहे. सुरक्षा व्यवस्था की कमी पहलगाम जैसे लोकप्रिय पर्यटक स्थल, जो प्रतिदिन सैकड़ों पर्यटकों को आकर्षित करता है, में सुरक्षा व्यवस्था इतनी कमजोर थी कि 2-3 आतंकियों ने बिना किसी रुकावट के हमला कर दिया। चप्पे-चप्पे पर सैनिक और अर्धसैनिक बलों की तैनाती के दावे खोखले साबित हुए।

उन्होंने कहा कि जम्मू और कश्मीर में सशस्त्र बल विशेष अधिकार अधिनियम (AFSPA) लागू होने के बावजूद, जो सुरक्षा बलों को व्यापक शक्तियां देता है, इस तरह का हमला होना केंद्र सरकार की “शून्य सहिष्णुता” नीति पर सवाल उठाता है। क्या यह कानून केवल नागरिकों के दमन के लिए है, न कि आतंकवाद से निपटने के लिए?

श्री नायक ने कहा कि अनुच्छेद 370 को निरस्त करने के बाद केंद्र सरकार ने दावा किया था कि कश्मीर में शांति और विकास का नया युग शुरू होगा। लेकिन यह हमला, जो हाल के वर्षों में नागरिकों पर सबसे बड़ा हमला है, दर्शाता है कि स्थिति बद से बदतर हुई है।

हमले की उच्चस्तरीय और स्वतंत्र जांच हो

इस इस हमले की उच्चस्तरीय और स्वतंत्र जांच हो, जिसमें खुफिया और सुरक्षा विफलताओं की गहराई से पड़ताल की जाए। जांच समिति में सुप्रीम कोर्ट के सेवानिवृत्त न्यायाधीश और नागरिक समाज के प्रतिनिधि शामिल हों।

उन्होंने कहा कि गृह मंत्रालय को संसद और जनता के सामने जवाब देना होगा। मृतकों के परिजनों को तत्काल मुआवजा पांच करोड़ और पुनर्वास सहायता दी जाए। घायलों के इलाज के लिए सर्वोत्तम चिकित्सा सुविधाएँ उपलब्ध कराई जाएँ। पर्यटक स्थलों पर सुरक्षा बढ़ाई जाए.
