आत्मनिर्भरता की ओर बढ़ता आदिवासी समाज PM JANMAN, धरती आभा और अन्य योजनाओं से PVTG समुदाय एवं ट्राइबल समुदायों के जीवन में आ रहा है बदलाव

गुमला : – गुमला जिला एक आदिवासी बहुल जिला हैं , जो आज अपनी विकास यात्रा में एक नई पहचान बना रहा है। उपायुक्त गुमला कर्ण सत्यार्थी के नेतृत्व में जिला प्रशासन ने विशेष रूप से PVTG (अत्यंत पिछड़े जनजातीय समूहों) और अन्य आदिवासी समुदायों के सर्वांगीण विकास के लिए ठोस कदम उठाए हैं। इन प्रयासों में केंद्र सरकार की महत्वपूर्ण योजनाओं जैसे प्रधानमंत्री आदिवासी जनजातीय न्याय महाअभियान (PM JANMAN) और धरती आभा योजना की प्रमुख भूमिका रही है, जिनकी मदद से गांवों तक विकास की रोशनी पहुँची है।

स्वास्थ्य क्षेत्र में बदलाव
गुमला जिला प्रधानमंत्री जन आरोग्य योजना (PM-JAY) के तहत स्वास्थ्य सेवाओं की पहुंच में उल्लेखनीय प्रगति कर रहा है। अब तक 8.7 लाख पात्र लाभुकों में से लगभग 4.5 लाख को गोल्डन कार्ड जारी किए जा चुके हैं। सुदूर क्षेत्रों में मोबाइल मेडिकल यूनिट्स के ज़रिए न केवल कार्ड बनाए जा रहे हैं, बल्कि इलाज भी सहज और नि:शुल्क रूप से उपलब्ध कराया जा रहा है।

इस योजना ने लोगों की जिंदगी में ठोस बदलाव किए हैं। जैसे कि देवर्थ नायक, जो एक सड़क दुर्घटना के बाद गंभीर रूप से घायल हो गए थे, उन्हें PM-JAY के तहत नि:शुल्क इलाज मिला और आज वे स्वस्थ होकर अपनी नौकरी पर लौट चुके हैं। वहीं, थैलेसीमिया से जूझ रही सात साल की अरुणा तीग्गा को भी इस योजना के तहत मुफ्त रक्त चढ़ाने की सुविधा मिल रही है, जिससे उसके परिवार पर आर्थिक बोझ कम हुआ है।

शिक्षा के क्षेत्र में ‘सपनों की उड़ान’
उपायुक्त के मार्गदर्शन से “सपनों की उड़ान” पहल के तहत PVTG और वंचित समुदाय की 51 बालिकाओं को इसरो के सतीश धवन अंतरिक्ष केंद्र, श्रीहरिकोटा की शैक्षणिक यात्रा करवाई गई। यह अनुभव उन बच्चियों के लिए बेहद प्रेरणादायक रहा, जो पहली बार हवाई जहाज़ में बैठीं और विज्ञान की दुनिया को नज़दीक से देखा। इस यात्रा ने उनमें आत्मविश्वास भरने के साथ-साथ उन्हें भविष्य के लिए नई उम्मीदें दीं।

रागी मिशन: महिलाओं की आर्थिक स्वतंत्रता की ओर एक कदम
गुमला में शुरू किया गया रागी मिशन अब एक आंदोलन का रूप ले चुका है। इस पहल के तहत 13,500 से अधिक किसान रागी की खेती से जुड़ चुके हैं, जिनमें बड़ी संख्या महिलाओं की है। महिला स्वयं सहायता समूहों द्वारा संचालित किसान उत्पादक कंपनियाँ अब न केवल उत्पादन कर रही हैं, बल्कि रागी आधारित उत्पादों को बाजार तक पहुँचा रही हैं। यह मिशन पोषण, रोजगार और पारंपरिक कृषि को पुनर्जीवित करने का माध्यम बना है।

जल जीवन मिशन और PM JANMAN: बुनियादी सुविधाएं अब हकीकत
डुमरी प्रखंड के दूरस्थ और पहाड़ी क्षेत्र में बसे औरापथ गांव में अब हर घर में नल से पानी की सुविधा है। चार सौर चालित मिनी जलापूर्ति संयंत्रों की स्थापना से पीने का साफ पानी अब गांव की रोजमर्रा की जिंदगी का हिस्सा बन चुका है। महिलाओं को अब पानी के लिए पहाड़ चढ़कर मीलों नहीं जाना पड़ता और उनका समय अब खेती व बच्चों की देखभाल में लग रहा है। ग्राम प्रधान की निगरानी में यह व्यवस्था नियमित बनी हुई है।

PM JANMAN योजना: आश्रय से आत्मनिर्भरता तक
बिशुनपुर प्रखंड की सरिता असुर की कहानी इस बात की मिसाल है कि सरकारी योजनाएं ज़मीन पर बदलाव कैसे ला सकती हैं। पहले कच्चे घर में रह रही सरिता को PM JANMAN योजना के तहत पक्का घर मिला। अब उनके पति किराना दुकान चला रहे हैं और परिवार बकरी पालन के ज़रिए आय अर्जित कर रहा है। सुरक्षित आश्रय ने उन्हें नई दिशा दी और सामाजिक सम्मान भी बढ़ाया।

सौर ऊर्जा से रौशन हुआ बोटोपानी
घाघरा प्रखंड के बोटोपानी गांव, जो अब तक बिजली से वंचित था, अब सौर ऊर्जा से रौशन है। JREDA के सहयोग से स्थापित दो 5 किलोवाट के सोलर संयंत्रों ने गांव के 40 घरों को बिजली दी है। इससे बच्चों की पढ़ाई, महिलाओं के घरेलू कार्य और गांव में लघु उद्यमों को बढ़ावा मिला है। यह परियोजना न केवल पर्यावरण अनुकूल है, बल्कि टिकाऊ विकास का बेहतरीन उदाहरण भी है।

आजीविका सृजन: जून उरांव की आम बगान सफलताडुमरी प्रखंड के जून उरांव ने MGNREGA की बिरसा हरित ग्राम योजना के तहत 1 एकड़ भूमि पर 120 आम के पौधे लगाए। 2021 में शुरू हुए इस प्रोजेक्ट से वे अब सालाना 60,000 से 70,000 रुपये कमा रहे हैं।

साथ ही टपक सिंचाई, सब्ज़ियों की अंतरवर्ती खेती, और तकनीकी सहायता से उनकी आय में और इजाफा हुआ है।

इस मॉडल ने अन्य 9 परिवारों को भी प्रेरित किया है, जो अब प्रति परिवार ₹40,000 की आमदनी कमा रहे हैं।

यह योजना पलायन को रोकने, सतत कृषि, और पोषण सुरक्षा को बढ़ावा देने का उत्कृष्ट उदाहरण बन गई है।

परियोजना निदेशक ITDA सुश्री रीना हांसदा बताती हैं कि “गुमला जिले के हर समुदाय तक योजनाओं की पहुँच सुनिश्चित करना हमारी प्राथमिकता है। PM JANMAN और धरती आभा जैसी योजनाओं के माध्यम से हम यह सुनिश्चित कर रहे हैं कि विकास समावेशी और स्थायी हो। आने वाले समय में भी हम इसी प्रतिबद्धता के साथ कार्य करते रहेंगे।”

गुमला जिले के आदिवासी समाज एवं PVTG समुदाय की विकास की यह यात्रा केवल सरकारी योजनाओं की सफलता की कहानी नहीं, बल्कि एक बदलाव की कहानी है — जहाँ आत्मनिर्भरता, सम्मान और भविष्य के प्रति आशा ने जड़ें पकड़नी शुरू कर दी हैं।
