रांची : झारखंड जनाधिकार महासभा के कार्यकर्ताओं ने शनिवार को प्रेस क्लब, रांची में प्रेस वार्ता कर अपने पांच प्रमुख मांगों के साथ घोषणा की है कि 5 अगस्त को झारखंड जनाधिकार महासभा के राज्य-भर के कार्यकर्ता विधानसभा का घेराव करेंगे.
प्रेस वार्ता में बताया गया कि राज्य गठन के 25 साल बाद भी झारखंडी युवा गुणवत्तापूर्ण शिक्षा और सम्मानजनक रोज़गार से वंचित हैं और अन्य राज्यों में पलायन के लिए मजबूर हैं. हम इस विधानसभा के मॉनसून सत्र में मुख्यमंत्री हेमंत सोरेन से दो टूक सवाल पूछते हैं: आखिर स्थानीय नीति और नियोजन नीति पर अब तक चुप्पी क्यों है? युवाओं के भविष्य से यह खिलवाड़ कब रुकेगा?
रघुवर सरकार की जनविरोधी स्थानीयता नीति अबतक लागू क्यों?
वार्ता में कहा गया कि रघुवर सरकार की जनविरोधी स्थानीयता नीति अब भी लागू है और छह साल की हेमंत सरकार के बावजूद इसमें कोई बदलाव नहीं हुआ है। दूसरी ओर, नियोजन नीति की अस्पष्टता ने भर्ती प्रक्रिया को जटिल और भेदभावपूर्ण बना दिया है। इसका ताज़ा उदाहरण पलामू, लातेहार और खूंटी जिले की चौकीदार बहाली है, जहाँ अनुसूचित जाति के लिए एक भी सीट आरक्षित नहीं की गई. यह साफ तौर पर संवैधानिक आरक्षण नीति की अनदेखी है।
पलामू में 2017 से कार्यरत 251 चतुर्थवर्गीय कर्मियों का सेवा विस्तार समाप्त कर देना और उन्हें स्थाई नियुक्ति न देना भी शासन की असंवेदनशीलता को दर्शाता है। सुप्रीम कोर्ट के आदेश के बाद निकाली गई विज्ञापन संख्या 1/2025 को स्थानीय नियमावली का हवाला देकर प्रभावहीन बना दिया गया. 35,000 से अधिक अभ्यर्थियों के साथ यह धोखा है. यह महज़ संयोग नहीं है कि 60% से अधिक सरकारी व निजी नौकरियों में बाहरी लोगों का दबदबा बना हुआ है (JSSC RTI के अनुसार)। राज्य में भूमिहीन दलित युवा, आज भी जमीन और जाति प्रमाण पत्र के लिए दर-दर भटक रहे हैं।
JSSC-CGL परीक्षाओं के पेपर लीक मामले की CBI जांच की मांग पर ठोस पहल क्यों नहीं?
JSSC-CGL की जनवरी और सितंबर 2024 की परीक्षाएं पेपर लीक के चलते रद्द हुईं, हाईकोर्ट में CBI जांच की मांग के बावजूद कोई ठोस कार्रवाई नहीं हुई। वहीं उत्पाद सिपाही भर्ती में नियमावली बदलने के कारण भर्ती प्रक्रिया ठप हो गई और इसमें 12 अभ्यर्थियों की असमय मौत हुई।
इसी तरह, झारखंड सिपाही प्रतियोगिता परीक्षा-2023 के अंतर्गत 4919 पदों के लिए जारी विज्ञापन भी वापस ले लिया गया, जिससे हजारों उम्मीदवारों की मेहनत बेकार चली गई। हाईकोर्ट में CBI जांच की मांग के बावजूद अब तक कोई ठोस कार्रवाई नहीं हुई है।
यही स्थिति सभी सरकारी विभागों की है. पलायन, बेरोजगारी और भर्तियों की असमानता ने झारखंड के युवाओं की उम्मीदों को तोड़ दिया है। राज्य की बेरोजगारी दर 17% पार कर चुकी है, जो राष्ट्रीय औसत से तीन गुना अधिक है।
हर साल लाखों झारखंडी युवा रोज़गार की तलाश में देश के विभिन्न राज्यों, जैसे दिल्ली, महाराष्ट्र, गुजरात, तमिलनाडु, कर्नाटक, तेलंगाना, आंध्र प्रदेश, पंजाब और केरल की ओर पलायन कर रहे हैं। प्रवासी श्रमिक सेल के मुताबिक प्रवासी श्रमिकों की संख्या 10 लाख से भी ज़्यादा होने का अनुमान है।
राज्य में शिक्षा की स्थिति दयनीय है. विश्वविद्यालयों और स्कूलों में लाखों पद खाली पड़े हैं| UDISE+ के अनुसार, राज्य के 7,900 से अधिक प्राथमिक सरकारी विद्यालयों में केवल एक शिक्षक है, जहाँ 3.8 लाख बच्चे पढ़ते हैं। 17,850 शिक्षक पद और 1.58 लाख से अधिक कुल सरकारी पद खाली पड़े हैं, लेकिन बहाली नहीं हो रही है।
4,000 से अधिक शिक्षकों व कर्मचारियों के पद खाली
कहा गया कि झारखंड की उच्च शिक्षा प्रणाली बुरी तरह से चरमराई हुई है. रांची विश्वविद्यालय सहित राज्य के अधिकांश उच्च शिक्षण संस्थानों में 2008 के बाद कोई नियमित फैकल्टी नियुक्ति नहीं हुई है। 4,000 से अधिक शिक्षकों व कर्मचारियों के पद खाली हैं। SC/ST/OBC वर्गों के आरक्षित पद लंबे समय से खाली पड़े हैं और प्रमोशन नीति भी अधर में है। शोध और शिक्षण संस्थानों में स्थानीय प्रतिनिधित्व नगण्य है|
मीडिया रिपोर्ट्स के अनुसार, झारखंड में स्थापित निजी कंपनियों में केवल 21% रोज़गार ही झारखंडियों को मिला है, यह स्वीकार्य नहीं है! मीडिया रिपोर्ट्स के अनुसार, झारखंड में स्थापित निजी कंपनियों में केवल 21% रोज़गार ही झारखंडियों को मिला है, यह स्वीकार्य नहीं है! यह तब और चिंताजनक है जब राज्य सरकार ने 40,000 रुपये प्रतिमाह से कम वेतन वाली नौकरियों में 75% आरक्षण झारखंडियों के लिए अनिवार्य किया है, लेकिन इसका पालन नहीं हो रहा है।
प्रमोशन में आरक्षण और 50% से अधिक आरक्षण सीमा की मांग लगातार उठती रही है, लेकिन सरकार इस पर भी चुप्पी साधे हुए है। ग्रामीण क्षेत्रों में बंद पड़े स्कूल, पर्याप्त शिक्षक न होना और स्थानीय भाषा आधारित शिक्षा की उपेक्षा, राज्य की नई पीढ़ी के लिए खतरे का संकेत हैं।
