ओडिशा में तंबाकू पर बड़ा प्रहार: गुटखा, पान मसाला, खैनी समेत सभी चबाने वाले तंबाकू उत्पादों पर पूर्ण प्रतिबंध

भुवनेश्वर। – ओडिशा सरकार ने जनस्वास्थ्य को प्राथमिकता देते हुए एक ऐतिहासिक फैसला लिया है। राज्य में गुटखा, पान मसाला, जर्दा, खैनी सहित सभी चबाने वाले तंबाकू और निकोटीन उत्पादों के निर्माण, भंडारण, परिवहन और बिक्री पर पूर्ण प्रतिबंध लगा दिया गया है। इस फैसले के साथ वर्षों से चल रही वह कानूनी चालाकी भी खत्म हो गई है, जिसमें पान मसाला और तंबाकू को अलग-अलग बेचकर कानून से बचने की कोशिश की जाती थी।

सरकार ने साफ किया है कि अब “अलग-अलग बेचने” जैसी किसी भी तरह की जुगाड़ या loophole को बर्दाश्त नहीं किया जाएगा। प्रतिबंध पूरे राज्य में लागू होगा और उल्लंघन करने वालों के खिलाफ कड़ी कानूनी कार्रवाई की जाएगी, न कि सिर्फ चेतावनी देकर छोड़ा जाएगा।

हालांकि सिगरेट और बीड़ी अभी भी केंद्र सरकार के राष्ट्रीय कानूनों के अंतर्गत आएंगी, लेकिन विशेषज्ञों का मानना है कि यह फैसला उस साइलेंट किलर—स्मोकलेस तंबाकू—पर सीधा वार है, जिसे लोग रोज़मर्रा की आदत के तौर पर लेते हैं और बाद में बढ़ते ओरल कैंसर मामलों पर हैरानी जताते हैं।

गौरतलब है कि ओडिशा देश के उन राज्यों में शामिल है जहां स्मोकलेस तंबाकू की खपत सबसे अधिक है। ऐसे में यह कदम सार्वजनिक स्वास्थ्य की दिशा में बेहद अहम माना जा रहा है। इससे न केवल तंबाकू को “माउथ फ्रेशनर” की तरह बेचे जाने पर रोक लगेगी, बल्कि बच्चों और युवाओं को भी इस ज़हरीली आदत को सामान्य मानने से रोका जा सकेगा।

स्वास्थ्य विशेषज्ञों और सामाजिक संगठनों ने सरकार के इस निर्णय का स्वागत करते हुए इसे जनहित में साहसिक और दूरदर्शी कदम बताया है। उनका कहना है कि मुनाफे से ऊपर स्वास्थ्य को रखना ही असली नीति सुधार है।

ओडिशा सरकार का यह फैसला आने वाले समय में अन्य राज्यों के लिए भी एक मिसाल बन सकता है।
