रांची : बंगाल की सभी एसटी सीटों पर और असम की एक सीट छोड़ सभी सीटों पर भाजपा या एनडीए की जीत की वजह क्या है. एक बड़ी संख्या यह मानती है कि एवीएम या कहिये चुनावी धांधली इसकी वजह है. कुछ ने आदिवासियों को नासमझ यानि अपना हित नहीं पहचानने वाला कहा, एकाध मित्र, खासकर सवर्ण मित्रों का कहना यह था कि भाजपा बेहतर शासन व विकास कर रही है और आदिवासी भी अपना विकास चाहते हैं, इसलिए भाजपा के पक्ष में वोट दिया.

ये सभी बातें आंशिक रूप से सही हो सकती हैं, लेकिन मूल वजह अभी भी उनके जवाबों से ओझल रहा. मेरा यह दावा कभी नहीं रहा है कि मेरी बातें पूर्णतः मुकम्मल हैं.

हां, मैं अपने अनुभव और समझ के अनुरुप अपनी धारणाएं गढ़ता हूं और आपके सामने रखता हूं. आजकल सरना-सनातन एक होने का नारा बहुत लग रहा है. लेकिन क्या अभी भी कोई आदिवासी नेता सामान्य सीट से चुनाव लड़ने का जोखम उठाने को तैयार है?

पूर्व में ऐसा नहीं हुआ हो, या आगे नहीं होगा, यह मैं नहीं कहता. इक्का दुक्का ऐसा हुआ होगा, लेकिन अपवादों से नियम नहीं बनता.

सामान्य सीट से किसी आदिवासी का खड़ा होना अभी भी असामान्य घटना ही होगी. और इसकी वजह? गैर आदिवासी उन्हें वोट नहीं देंगे. दोनों के बीच सदियों का सांस्कृतिक फासला रहा है. हितों का अंतर रहा है. इसलिए आदिवासी सामान्यतः एसटी सीटों से ही खड़े होते हैं.

लेकिन एसटी सीट पर भी अब आदिवासीयत की ही जीत हो, यह जरूरी नहीं. आरक्षण ने यह तो सुनिश्चित कर दिया है कि आदिवासी ही एसटी सीट से जीतेगा, लेकिन राष्ट्रीय पार्टियों से जीतने वाला आदिवासी, आदिवासीयत का पैरोकार हो, आदिवासी हितों का समर्थक हो, यह जरूरी नहीं.

आदिवासी नेता आदिवासी हितों की अनदेखी के लिए मजबूर क्यों?

भाजपा के टिकट पर जीतने वाला आदिवासी भी दलगत राजनीति की मजबूरियों की वजह से अपने दल की नीतियों के अनुरूप बात करने लगता है. इसलिए संसद और विधानसभाओं में बड़ी संख्या में आदिवासियों के होते हुए भी आदिवासी हितों के प्रतिकूल काम होते हैं.

आदिवासी समाज भी शुरुआती दौर में इस बात से खुश हो जाता था कि किसी भी दल का हो, यदि वह आदिवासी है तो उसका अपना हुआ. लेकिन धीरे-धीरे यह समझ विकसित हो रही है कि राष्ट्रपति आदिवासी होने के बावजूद हसदेव (छग) के जंगल कट सकते हैं, मणिपुर जल सकता है, लद्दाख को अलग राज्य का दर्जा और छठी अनुसूची में शामिल होना कितना मुश्किल है, बाबूलाल और चंपई आदिवासी होते हुए भी आदिवासियों के काम के नहीं. इसलिए आदिवासी राजनीति में समझदारी आयी है.

लेकिन आदिवासी इलाकों की सामाजिक संरचना तेजी से बदल रही है. और ऐसे में जहां भी मजबूत क्षेत्रीय आदिवासी पार्टी नहीं है, वहां आदिवासी वोट गैर आदिवासी राष्ट्रीय पार्टियां ही लूट रही हैं.

एक साजिश के तहत मध्य भारत में बसे आदिवासियों को टुकड़े-टुकड़े कर अलग-अलग राज्यों में मिला दिया गया है. झारखंड अलग राज्य का आंदोलन एक वृहद आदिवासी राज्य की मांग करता था जो 28 जिलों का था. लेकिन झारखंड बना बिहार को काट सिर्फ 18 जिलों का. वे दस जिलों की राजनीति बिखर गयी.

यह भी हुआ कि सदियों तक साथ रहने वाले आदिवासी और सदान पहले एकजुट थे. झारखंड का ही उदाहरण लें तो यहां के आदिवासी और मूलवासियों ने मिल कर एक झारखंडी संस्कृति का निर्माण किया था, जिसकी बदौलत जयपाल सिंह की झारखंड पार्टी 36 विधानसभा सीटों पर सिर्फ अपने दम जीता करती थी.

झामुमो को यहां तक पहुंचने में दशकों लग गये और महागठबंधन का हिस्सा बनना पड़ा, तब जाकर वह पिछले चुनाव में 34 सीटें जीत पायी है. और एलायंस से बाहर हुई तो हो सकता है कि वह फिर पुराने 18-19 सीटों पर सिमट जाये.

अब जब सामाजिक संरचना बदल चुकी है, इसलिए एसटी सीट पर भी जरूरी नहीं कि कोई क्षेत्रीय पार्टी ही जीते. एसटी सीटों पर भी आदिवासियों का घनत्व एक समान नहीं. कुछ सीटों पर वे 50 फीसदी से भी अधिक हो सकते हैं, लेकिन औसतन मान कर चलें कि एसटी सीटों पर वे 50 फीसदी हैं.

यानि, बड़ी संख्या में गैर आदिवासी हैं जिसमें सदान के रूप में परिगणित पुराने मूलवासी भी हैं. तो हो यह रहा है कि कट्टर आदिवासी पार्टी का प्रत्याशी राष्ट्रीय पार्टियों के आदिवासी प्रत्याशी से हार जाता है. क्योंकि, उसे आदिवासी वोटरों का ही वोट मिलता है, लेकिन भाजपा और उसके एलायंस से खड़े आदिवासी प्रत्याशी को आदिवासी मतों का एक हिस्सा के साथ उस विधानसभा क्षेत्र के तमाम गैर आदिवासी वोट मिल जाते हैं और वह जीत जाता है.

यही दलितों के लिए आरक्षित सीटों पर भी हो रहा है. चिराग पासवान अपनी पार्टी के बलबूते आरक्षित सीटों पर भी नहीं जीत सकते, इसलिए भाजपा के मोहताज हैं. लेकिन भाजपा की मदद से चुनाव जीतने वाले आदिवासी हों या दलित, मनुवाद का समर्थन करने लगते हैं, सरना-सनातन एक का नारा बुलंद करने लगते हैं. जल, जंगल, जमीन की लूट को विकास कहने लगते हैं.
