उपायुक्त दिलेश्वर महत्तो ने कहा- ग्राम सभाओं को सशक्त बनाना और पारंपरिक स्वशासन व्यवस्था को मजबूत करना है पेसा का उद्देश्य

गुमला। पंचायत उपबंध (अनुसूचित क्षेत्रों का विस्तार) झारखंड नियमावली, 2025 के प्रभावी क्रियान्वयन एवं उसके विभिन्न प्रावधानों की जानकारी देने के उद्देश्य से शुक्रवार को गुमला नगर भवन में एक दिवसीय जिला स्तरीय राउंड टेबल कॉन्फ्रेंस का आयोजन किया गया। कार्यक्रम का उद्घाटन उपायुक्त दिलेश्वर महत्तो ने दीप प्रज्ज्वलित कर किया। सम्मेलन में जनप्रतिनिधियों, ग्राम प्रधानों, पंचायत प्रतिनिधियों, प्रशासनिक अधिकारियों एवं गणमान्य नागरिकों ने भाग लिया।

कार्यक्रम की शुरुआत जिला पंचायती राज पदाधिकारी शिशिर कुमार सिंह के स्वागत संबोधन से हुई। उन्होंने कहा कि अनुसूचित क्षेत्रों में ग्राम सभाओं को अधिक अधिकार संपन्न बनाने, स्थानीय स्वशासन को मजबूत करने तथा समुदाय आधारित निर्णय प्रक्रिया को बढ़ावा देने में पेसा नियमावली की महत्वपूर्ण भूमिका है।

इस अवसर पर उपायुक्त दिलेश्वर महत्तो ने कहा कि राज्य में पेसा नियमावली पूर्ण रूप से लागू हो चुकी है और इसके अंतर्गत एक्ट के सभी प्रावधानों की विस्तृत व्याख्या की गई है। उन्होंने कहा कि नियमावली लागू होने के बाद लोगों के बीच इसके क्रियान्वयन को लेकर कई तरह की जिज्ञासाएं और भ्रम की स्थिति बनी हुई है। इन्हीं शंकाओं के समाधान के लिए राज्य स्तरीय विशेषज्ञों की उपस्थिति में इस कार्यशाला का आयोजन किया गया है।

उपायुक्त ने कहा कि पेसा का मूल उद्देश्य पारंपरिक ग्राम सभा एवं पंचायती राज स्वशासन व्यवस्था को और अधिक मजबूत एवं प्रभावी बनाना है। उन्होंने बताया कि छोटानागपुर और संथाल क्षेत्र में परंपरागत रूप से ग्राम प्रधानों की व्यवस्था विभिन्न नामों से प्रचलित है, जैसे मुंडा-मानकी, भूमिज और हो समाज के ग्राम प्रधान। ग्राम सभाओं का संचालन इन्हीं पारंपरिक प्रतिनिधियों के माध्यम से किया जाना है।

उन्होंने निर्देश दिया कि जहां भी ग्राम प्रधानों के पद रिक्त हैं, वहां परंपरागत रीति-रिवाजों के अनुसार उनके उत्तराधिकारियों का चयन कर पदों को शीघ्र भरा जाए। साथ ही सभी विभागीय अधिकारियों, प्रखंड विकास पदाधिकारियों एवं अभियंताओं को पेसा नियमावली का गहन अध्ययन करने का निर्देश दिया, ताकि अनुसूचित क्षेत्रों में संचालित होने वाली सभी योजनाओं में नियमावली का अनुपालन सुनिश्चित किया जा सके।

उपायुक्त ने कहा कि पेसा नियमावली का प्रभावी पालन होने से ग्राम सभाएं सशक्त होंगी और विकास योजनाओं के क्रियान्वयन में पारदर्शिता एवं जनभागीदारी बढ़ेगी।

कार्यक्रम में पंचायती राज विभाग से आए पेसा राज्य समन्वयक शैलेंद्र कुमार ने विस्तृत प्रस्तुतीकरण के माध्यम से पेसा नियमावली-2025 की जानकारी दी। उन्होंने बताया कि यह कानून किन परिस्थितियों में अस्तित्व में आया, इसकी आवश्यकता क्यों महसूस हुई तथा झारखंड में इसके क्रियान्वयन की प्रक्रिया क्या है। उन्होंने ग्राम सभा की शक्तियों, प्राकृतिक संसाधनों के संरक्षण, स्थानीय परंपराओं एवं संस्कृति की रक्षा तथा जनभागीदारी आधारित शासन व्यवस्था से जुड़े विभिन्न प्रावधानों पर विस्तार से प्रकाश डाला।

सम्मेलन के दौरान प्रतिभागियों द्वारा पूछे गए विभिन्न प्रश्नों का विशेषज्ञों एवं अधिकारियों ने विस्तारपूर्वक उत्तर दिया। साथ ही पेसा नियमावली से संबंधित शंकाओं और भ्रांतियों का समाधान किया गया, जिससे उपस्थित जनप्रतिनिधियों एवं ग्राम प्रधानों को नियमावली की स्पष्ट और व्यापक जानकारी प्राप्त हुई।

कार्यक्रम में जिला परिषद अध्यक्ष, पुलिस अधीक्षक, वन प्रमंडल पदाधिकारी, उप विकास आयुक्त, जिला परिषद उपाध्यक्ष, अनुमंडल पदाधिकारी, जिला पंचायती राज पदाधिकारी, विभिन्न विभागों के जिला स्तरीय अधिकारी, सभी प्रखंड विकास पदाधिकारी, अंचल अधिकारी, ग्राम प्रधान, पंचायत प्रतिनिधि, डीपीएम पंचायती राज सहित बड़ी संख्या में संबंधित अधिकारी एवं कर्मी उपस्थित थे।

कार्यक्रम के अंत में उपायुक्त ने सभी अधिकारियों, जनप्रतिनिधियों एवं पारंपरिक ग्राम प्रधानों का आभार व्यक्त करते हुए उन्हें जोहार किया।
