जेन जी के आंदोलन की अभी तक की सबसे बड़ी उपलब्धि धर्मेन्द्र प्रधान का इस्तीफा है, हालांकि उनकी जगह जिन असज्जन को फिलहाल लाया गया है वह भी धर्मेन्द्र प्रधान ही हैं। इनके पास इससे बेहतर विकल्प है भी नहीं। कल इनकी जगह किसी और को मंत्री बनाया जाएगा, वह भी धर्मेन्द्र प्रधान होगा। यहां नरेन्द्र मोदी, अमित शाह और धर्मेन्द्र प्रधान ही अलग-अलग नामों से उपलब्ध हैं। सबकी अक्ल का नाप एक है। कोई चाहे तो इंची टेप से नाप ले!
दो मंत्रियों तथा काक्रोच जनता पार्टी के युवा नेताओं के बीच जो सहमति हुई है उसमें दिल्ली और देशभर में प्रदर्शन करनेवाले युवाओं के विरुद्ध एफआईआर रद्द करने तथा भविष्य में भी कोई कार्रवाई न करने का वचन दिया गया है और जो छात्र नीट परीक्षा के कारण जान गंवा चुके हैं, उनके परिजनों को मुआवजा देने पर भी सहमति बनी है।
पिछले बारह वर्षों तथा उससे पहले भी जो भाजपा तथा आरएसएस के बुनियादी चरित्र को जानते हैं, उन्हें मालूम है कि ये लिखकर भी दे दें, लालकिले से सार्वजनिक घोषणा भी कर दें तो उसका कोई अर्थ नहीं। अपनी बात से पलटने में ये राजनीतिक उस्ताद हैं.
चूंकि आंदोलन का सीधा दबाव ख़त्म हो गया है तो ये इन दो वायदों को पूरा करने में पचास तरह की अड़ंगेबाजी कर सकते हैं। हजार तरह के नौकरशाही और कानूनी पेंच बता सकते हैं। चार युवाओं को रिहा कर चार सौ को जेलों में बंद रख सकते हैं।
जहां तक नीट परीक्षा में जान गंवा चुके छात्रों के परिवारों को आर्थिक मुआवजा देने की बात है, इस मामले में भी ये चूं-चां कर सकते हैं या न्यूनतम और अपमानजनक राशि प्रस्तावित कर सकते हैं।
ये जेन जी से भयभीत तो हैं मगर झूठ बोलने और धोखेबाजी करने के सौ साल पुराने संस्कारों से ये बाहर नहीं आ सकते। इंस्टाग्राम पर आ जाना और रोज़ दो मिनट की बकवास करने का मतलब बदल जाना नहीं है।
एक और बात। आंदोलन के दौरान जिस तरह का व्यवहार पुलिस, अर्द्धसैनिक सैन्य बलों तथा गुंडों ने किया है या कहें, करवाया गया है, इसके ऊपर से लेकर नीचे तक सभी दोषी दंडित होने चाहिए,जो होगा नहीं। गृहमंत्री के निर्देश के बिना ऐसी बर्बरता संभव नहीं। ऐसी स्थितियों से निबटने के लोकतांत्रिक मानदंड फिर से स्थापित होने चाहिए वरना पुलिस बल के चरित्र में कोई अंतर कभी नहीं आएगा। आने भी नहीं दिया जाएगा। उत्तर प्रदेश तथा अन्य भाजपा शासित राज्यों के उदाहरण सामने हैं।
आंदोलन का सेकुलर चरित्र सत्ताधीशों के लिए बनी सबसे गंभीर चुनौती बनी
आंदोलन का सेकुलर चरित्र इनके लिए सबसे गंभीर चुनौती है। संघी-भाजपाई परिवारों की नई पीढ़ी का अपने माता-पिता से विद्रोह कर सेकुलर और संवेदनशील होना इनके लिए एक बड़े दु:स्वप्न से कम नहीं।
जिस तरह सेवाभावी जुनैद के परिवार को सरकारी तंत्र के जरिए धमकाने-डराने के खिलाफ यह पीढ़ी लड़ी, वह इनके लिए भयभीत करनेवाला उदाहरण है मगर इनके पास यही औजार है और इसे ये छोड़ेंगे नहीं। पिटना मंजूर है पर पीछे हटना मंजूर नहीं।
मुझे लगता है कम से कम एक बार और फिर सबको इसी मजबूती से जुटना पड़ेगा वरना ये माननेवाले नहीं। अभी ये रणनीतिक रूप से पीछे हटे हैं। दमन के तमाम विकल्पों के खतरों का आकलन करने और दमन की पूरी तैयारी करने के बाद ये थोड़ा पीछे हटे हैं। अभी तो एक चौथाई राह भी पार नहीं हुई है। इनकी कुटिलता का कोई आर-पार नहीं क्योंकि ये सिरे से अलोकतांत्रिक और भारत की सेकुलर परंपरा के जानी दुश्मन हैं।
अंधभक्त अभी भी धर्मेन्द्र प्रधान को क्लीन चिट दे रहे हैं
धर्मेन्द्र प्रधान का इस्तीफा करवा कर यह साबित करना चाह रहे हैं कि आंदोलन अब जरूरी नहीं है। इनके अंधभक्त अभी भी इनको क्लीन चिट दे रहे हैं। ये लोग कट्टर हिन्दुत्ववादी हैं और अब पोते-पोतियों का ब्याह देखने की लालसा में बैठक और चौपाल में मोदी-मोदी जाप कर रहे हैं।
अभी इनकी बेशर्मी और चतुराई देश के लोगों को देखना बाकी है। वरिष्ठ पत्रकार प्रशांत टंडन ने सही कहा है कि बीस जुलाई को संसद के मार्च में जो भी कठोरता अपनाई गई थी, वह गुजरात में इनकी पुरानी आदत का प्रमाण है।
मजे की बात यह है कि इस इस्तीफे के बाद जेनजी को तो श्रेय मिल ही रहा है, तारीफ की बात है कि धार्मिक कट्टर हिन्दुत्व जिसे बहुत मेहनत से तैयार किया गया था, वह अब खाक छान रहा है। इस सत्ता में शिक्षा मंत्री होने के लिए योग्यता कोई मानदण्ड नहीं है केवल भक्त होना चाहिए जो वो आदिकाल से हैं.
इन लोगों के चारित्रिक आचरण के संबंध में जो भी उल्लेख किया है वह शतप्रतिशत सत्य है। छात्र व युवाओं को अभी जो सफलता मिली है उससे प्रेरित होकर भारतीय जनता पार्टी द्वारा लोकसभा चुनाव 2014 से लेकर आज तक जितने भी चुनावी वादे कर के सत्ता में आये हैं वे सभी वादे जिन्हे वो जुमला है कहकर बिसार दिये हैं को पुरे करवाने के लिए एक बार पुनः नये सिरे से आंदोलन का सूत्रपात करना चाहिए।
बीजेपी लोकपाल बिल को पूरी ताकत से लागू करवाने को लेकर सत्ता पर काबिज हुई है और सत्ता मिलते ही वह इसे भूल गयी और आम जनता को बरगलाने के लिए इसी तरह के अन्यान्य विधेयक प्रस्तुत कर रही है जो कि व्यावहारिक तौर पर कोई काम का नहीं है। अगर वह वास्तव में सत्ताधीशों पर नकेल लगाने का इच्छुक हैं तो लोकपाल बिल को सशक्त बनाकर पूरी ताकत से लागू करे वह अपने आप में ही सशक्त व सक्षम है।
