राज्यसभा चुनाव के बाद मुश्किल में पड़ सकते हैं रघुवर,शह-मात का खेल जारी, कहीं भाजपा बैकफुट पर तो नहीं…!

बदले की राजनीति का दस्तूर पुराना है. झारखंड का वर्तमान राजनीतिक माहौल कुछ ऐसा ही है. झारखंड की राजनीति अब पूरी तरह से शह-मात की लड़ाई में तब्दील हो गया है. सीएम हेमंत सोरेन ने 2 साल बाद बदली राजनीतिक परिस्थिति में 5 पूर्व मंत्रियों पर एक्शन लिया है. आय से अधिक संपत्ति के मामले में सबकी एसीबी जांच करेगा. सत्ता के गलियारे में अब इस बात की चर्चा छिड़ी हुई है कि एसीबी की जद में तो पूर्व सीएम रघुवर दास भी हैं, उन्हें सीएम ने क्यों छोड़ दिया है? हालांकि सूत्रों का मानना है कि राज्यसभा चुनाव के बाद रघुवर दास मुश्किल में पड़ सकते हैं. इसके पीछे की राजनीतिक मंशा को समझना बहुत मुश्किल काम नहीं है. खैर ईडी की जांच के बहाने सीएम ने बेजान एसीबी में प्राण फूंकने की कोशिश तो जरूर की है. समय, काल और परिस्थिति के अनुसार इसका इस्तेमाल सरकारें करती रही हैं.

कई मामलों में घिरे हुए हैं रघुवर

पूर्व की रघुवर सरकार के टीशर्ट और टॉफी बांटने के 6 करोड़ के घोटाले और 100 करोड़ के मोमेंटम झारखंड घोटाले पर कार्रवाई का भी लोगों को इंतजार है. इनके अलावा पूर्व मुख्य सचिव राजबाला वर्मा, आईएएस सुनील कुमार बरनवाल, के. रवि कुमार और पूजा सिंघल के खिलाफ भी मामले दर्ज हैं. इस संबंध में आरटीआई एक्टिविस्ट पंकज कुमार यादव ने 2020 में टीशर्ट-टॉफी और मोमेंटम झारखंड में हुए करोड़ों के घपले की जांच की मांग की थी. वैसे बता दें कि चार माह पूर्व झारखंड हाईकोर्ट ने इस मामले को एसीबी को टीशर्ट-टॉफी घोटाले की जांच करने को कहा है. हाईकोर्ट इसकी मॉनिटरिंग कर रहा है. यह चार माह पहले की बात है. बताया गया है कि रघुवर दास के खिलाफ एफआईआर की कॉपी सीएमओ में पड़ी हुई है. वहीं निर्दलीय विधायक सरयू राय के मैनहर्ट मामले में कार्रवाई पर सीएमओ की सहमति का इंतजार हो रहा है. इन मामलों में भी उनपर गाज गिर सकती है.

रघुवर मामले में भाजपा का शीर्ष नेतृत्व पसोपेश में

उधर, निर्दलीय विधायक सरयू राय ने प्रेम प्रकाश से ईडी से पूछताछ के बाद कहा है कि ईडी पूर्व सीएम, उनके मुख्य सचिव, ओएसडी, प्रेस सह राजनीतिक सलाहकार से भी पूछताछ करने की सलाह भाजपा विधायक दल के नेता बाबूलाल मरांडी को दे डाली है. उन्होंने पूर्व सरकार के सीएमओ के भ्रष्टाचार के बारे में श्री मरांडी द्वारा पूर्व में दिए गए अपने बयानों पर गौर करने और ईडी से जांच करने की सिफारिश के लिए कहा है. दरअसल, राज्यसभा चुनाव में रघुवर दास को प्रत्याशी क्यों नहीं बनाया गया, इसकी पीछे की वजह भी उनकी कारगुजारियों को प्रमुख माना जा रहा है. संभवत: ईडी के हाथ कुछ ऐसे सबूत हाथ लगे हैं, जिसके कारण रघुवर दास के मामले में भाजपा का शीर्ष नेतृत्व पसोपेश में है. इसलिए अंतिम समय में राज्यसभा चुनाव से उनका नाम हटाया गया. प्रदेश भाजपाइयों का अब राज्यसभा चुनाव पर ध्यान केंद्रित हो गया है. लेकिन रघुवर को राज्यसभा प्रत्याशी नहीं बनाए जाने की वजहों पर भाजपा के अंदरखाने एक अजीब तरह की खामोशी जरूर है.

पूजा पर हेमंत-रघुवर की कृपादृष्टि क्यों बनी रही?    

पिछले दिन दिल्ली में सीएम ने ईडी को दूसरी बार 25 दिन बाद भी पीसी नहीं करने पर सवाल उठाया. शायद सीएम को पता है कि ईडी की अबतक की कार्रवाई में पूर्व की सरकार लपेटे में है. मनरेगा के रास्ते ईडी ने कार्रवाई शुरू की तो, पूर्व सरकार के भ्रष्टाचार सामने आने लगे. रघुवर सरकार में कई ऐसे पात्र रहे हैं, जो उस समय सत्ता में मुख्य किरदार की भूमिका में थे. रघुवर सरकार की विदाई के बाद उनमें से कुछ आज भी सरकार की शोभा बढ़ा रहे हैं. अहम सवाल ये कि वर्तमान सरकार पूजा सिंघल जैसे अफसर से परहेज क्यों नहीं किया? इस मामले में हेमंत सरकार कटघरे में जरूर हैं. अगर पूजा सिंघल का दामन दागदार था तो, हेमंत सरकार ने उन्हें सर-माथे पर क्यों बिठाया? अचानक कोई बेवफा क्यों हो गया? मनरेगा घोटाले में कई बार नाम आने के बावजूद अगर रघुवर दास ने पूजा को मोमेंटम झारखंड का जिम्मा सौंपा तो, हेमंत सोरेन सब कुछ जानते हुए भी उन्हें अम्बेसडर बना कर विदेश क्यों भेजा? अपने अधीनस्थ विभागों की जिम्मेवारी कैसे सौंप दी? इसके अलावा 2020 में पल्स अस्पताल मामले में पूजा का नाम आने के बावजूद सीएमओ में उन्हें महत्वपूर्ण जगह क्यों दी गई. उसी के कारण पल्स अस्पताल का मामला दो वर्षों तक लटका रहा और सीएमओ इसपर खामोश रहा.

ईडी की उलझन, कार्रवाई में कैसे और किस तरह से आगे

दरअसल, पूजा सिंघल के डबल क्रास ने रघुवर-हेमंत को मुसीबत में डाला है. सूत्र बताते हैं कि पूजा सिंघल ने ही खनन मामले की फाइल रघुवर दास के चेंबर तक पहुंचायी. इसकी खबर लगते ही हेमंत सोरेन ने ईडी को तुरंत मनरेगा घोटाले के लिए कार्रवाई की इजाजत दे दी. उधर, खनन मामले की फाइल मिलते ही  रघुवर दास रेस हो गए और प्रदेश भाजपा में सबको पछाड़ कर हेमंत सरकार पर हमलावर हो गए. जब मनरेगा मामले की पोल-पट्टी खुलने लगी तो रघुवर दास ने कहा कि पूजा सिंघल को क्लीन चिट अफसरों ने दी है, उसमें उनकी कोई गलती नहीं है. ये तर्क किसी के गले नहीं उतरा. उधर ईडी की कार्रवाई में विशाल चौधरी और प्रेम प्रकाश का नाम आने के बाद पूर्व सरकार का कनेक्शन भी सामने आ गया है. अगर रघुवर सरकार पाक-साफ होती तो, भाजपा अबतक हेमंत सरकार पर हमलावर हो जाती. लेकिन अब भाजपा के गोलपोस्ट से गेंद हेमंत सोरेन के पाले में जा चुकी है. हालांकि, इसका मतलब यह नहीं कि हेमंत सरकार को क्लीन चिट मिल गयी है. सच कहा जाए तो ईडी की कार्रवाई में रघुवर सरकार के समय के जिन बड़े आईएएस अफसरों की संलिप्तता और सत्ता से जुड़े दलालों के नाम सामने आ रहे हैं, उसके कारण वर्तमान सरकार के दामन पर भी छींटे पड़े हैं. इससे इंकार नहीं किया जा सकता है. ईडी कार्रवाई में कैसे और किस तरह से आगे बढ़ती है, यह देखना दिलचस्प होगा.
