RTI एक्टिविस्ट इंद्रदेव लाल डेढ़ दशक से लड़ रहे हैं भुईंहरी व आदिवासी जमीन की लड़ाई

भुईंहरी जमीन पर स्थित पल्स अस्पताल का मामला सामने आने के बाद यह पता चलता है कि सरकारी तंत्र ने रसूखदारों की मिलीभगत से किस कदर आदिवासियों की जमीन को लूटा है. रांची जिले के लगभग सभी अंचल कार्यालयों में भुईंहरी जमीन का वजूद मिटा दिया गया है. भुईंहरी जमीन को लेकर बरियातू के तेतरटोली निवासी आरटीआई एक्टिविस्ट इंद्रदेव लाल करीब 15 सालों से सीएमओ से लेकर अंचल कार्यालयों में गुहार लगाते रहे हैं. लेकिन इस बार जाकर उनके आवेदन पर आयुक्त कार्यालय में सुनवाई हो रही है, इससे उनका भरोसा थोड़ा बढ़ा है.
पांचों जिलों की भुईंहरी जमीन के दस्तावेज की मांग
श्री लाल ने 31 मई को आयुक्त कार्यालय में आवेदन देकर कमिश्नर से दक्षिणी छोटानागपुर के पांचों जिले रांची, खूंटी, लोहरदगा, गुमला और सिमडेगा जिलों के उपायुक्तों से भुईंहरी जमीन से जुड़ी विवरणी मंगाने का आग्रह किया है. उन्होंने इन जिलों की भुईंहरी जमीन मौजा/खेवट, खाता-प्लॉट, रकबा और भुईंहरी जमीन के खतियानधारक के नाम सहित सभी आवश्यक दस्तावेज उपलब्ध कराने का कमिश्नर से अनुरोध किया है.
विभाग ने डेढ़ साल बाद भी जानकारी नहीं दी
इससे पूर्व इंद्रदेव लाल ने समय-समय पर आदिवासी और भुईंहरी जमीन की अद्यतन स्थिति की जानकारी के विभिन्न माध्यमों प्राप्त करने की कोशिश में हैं. पिछले साल 25 जनवरी 2021 को राजस्व सचिव के जनसूचना पदाधिकारी कार्यालय में सूचना अधिकार अधिनियम के तहत जो सूचना मांगी थी, वह डेढ़ साल बाद भी नहीं मिली. उन्होंने भू-राजस्व विभाग से पूछा था कि रांची जिले की कैसरे हिंद जमीन, गैर मजरुआ आम खतियान की जमीन, विनोबा भावे भूदान यज्ञ से प्राप्त कितनी जमीन झारखंड में है, का विवरण और रांची में कितनी भुईंहरी जमीन है, का विवरण मांगा था.

अंचल से कभी पोजिटिव जवाब नहीं मिलता
श्री लाल ने कहा कि भुईंहरी जमीन को लेकर रांची अंचल और सीएमओ तक से जानकारी मांगी थी, लेकिन कभी भी सही जानकारी नहीं दी गई। उन्होंने बताया कि 21 नवंबर 2017 को राज्य के सीएमओ (पूर्व मुख्यमंत्री रघुवर दास) और रांची अंचलाधिकारी से सूचना अधिकार अधिनियम के तहत बकास्त भुईंहरी जमीन के बारे में सूचना मांगी थी। मांगी गई सूचना में इंद्रदेव लाल ने जानना चाहा था कि बकास्त भुईंहरी (मुंडारी) जमीन की अंचल कार्यालय से रसीद निर्गत हो सकती है क्या? यदि बकास्त भुईंहरी जमीन पर आवासीय या व्यावसायिक भवन आदि का निर्माण करना है तो, किससे सहमति लेनी होगी? और तीसरा सवाल था कि क्या आम आदमी (आदिवासी नहीं) बकास्त भुईंहरी जमीन की रजिस्ट्री करवा सकता है? उन्होंने बताया कि जनसूचना पदाधिकारी का कमाल देखिए कि इन बातों का जवाब देने के बदले रांची अंचल के जन सूचना पदाधिकारी ने 7 दिसंबर 2017 को  अपने जवाब में लिखा कि यह मामला बड़गाई अंचल से संबंधित है। उन्होंने बताया कि कायदे से जन सूचना पदाधिकारी को मांगी गई सूचना बड़गाई अंचल को भेज देना चाहिए था, और वहां से रांची अंचल को ही बताया जाता। इसके बाद हमें सूचना दी जाती। लेकिन ऐसा नहीं किया गया, यानी कि रांची अंचल को पता है कि भुईंहरी जमीन के अधिकतर मामले बड़गाई अंचल से जुड़े हुए हैं।
सीएमओ से 5 साल बाद भी जवाब नहीं आया
उन्होंने बताया कि 21 नवंबर 2017 को ही सीएमओ से सूचना अधिकार अधिनियम के तहत यह जानना चाहा था कि मौजा मोरहाबादी, थाना सं- 192, खाता सं- 161, 162, 19, 156, 111, 80, 46, 84, 135, 125 और 55 जो, बकास्त भुईंहरी जमीन खतियान में दर्ज है, इसका अंचल कार्यालय, रांची शहर द्वारा रसीद निर्गत किया जा रहा है, क्या यह कानून सम्मत है?  लेकिन सीएमओ से 5 साल बाद भी जवाब नहीं आया। उन्होंने बताया कि हमें पता चला कि बड़गाई अंचल के पूर्व सीओ विनोद प्रजापति ने भुईंहरी जमीन से जुड़े रसीद निर्गत करने से इंकार कर दिया था। लेकिन उनके जाने के बाद सभी लंबित पड़ी रसीद निर्गत कर दी गई, यह जानते हुए भी भुईंहरी जमीन की रसीद नहीं काटी जा सकती है। इसके बाद ही हमने सूचना अधिकार अधिनियम के तहत सूचना मांगी थी।
रसूखदारों के तार ब्यूरोक्रेट्स से जुड़े हैं
श्री लाल ने कहा कि दरअसल अखंड बिहार से लेकर झारखंड बनने के बाद से किसी भी सरकार ने आदिवासी जमीन की लूट-खसोट पर ध्यान नहीं दिया, बल्कि अधिकारियों और रसूखदारों को खुला मैदान दे दिया. इसका सबसे बड़ा प्रमाण पल्स अस्पताल के आसपास की सैकड़ों एकड़ जमीन देता है. उन्होंने कहा कि पल्स अस्पताल और इसके आसपास बीसियों संस्थान-प्रतिष्ठान भुईंहरी जमीन पर आबाद हैं. दो साल पूर्व सीएम को ट्वीट कर भुईंहरी जमीन पर निर्मित पल्स अस्पताल के बारे में जानकारी दी गई थी. जब सीएम हेमंत सोरेन ने इसका संज्ञान लिया तो हमें और भुईंहरी परिवार को लगा कि अब उनके साथ इंसाफ होगा. लेकिन बहुत जल्द हमलोगों का भ्रम टूट गया. उन्होंने कहा कि ईडी की कार्रवाई के बाद थोड़ी उम्मीद जगी है, पर विश्वास करना अभी भी मुश्किल है. उनका कहना है कि रसूखदारों के नेटवर्क के तार ब्यूरोक्रेट्स के साथ मजबूती से जुड़े हुए हैं. जहां तक आदिवासी सीएम की बात है तो, इस बारे में एक मशहूर लाइन आदिवासी नेतृत्व के बारे में एकदम सटीक बैठती है….गैरों में कहां दम था...हमें तो अपनों ने लूटा...!
