सरयू राय का पल्स अस्पताल सरकारों को सौंपने का सुझाव, पर भुईंहरी जमीन की वापसी पर सवाल नहीं उठाया…!

सरकार की कार्यशैली पर बेबाक टिप्पणी करनेवाले निर्दलीय विधायक सरयू राय ने एक दैनिक अखबार में पल्स अस्पताल के बारे में सरकार पर तंज कसते हुए कहा है कि राज्य व केंद्र मिलकर अस्पताल को अधिग्रहण कर ले. उनका सुझाव है कि इस अस्पताल का नाम बदलकर प्रवर्तन अस्पताल कर दें और इसे रिम्स का एक सुपर स्पेशलिस्ट अंग बना दें. सरयू राय के इस वक्तव्य पर सत्तापक्ष और विपक्ष ने अभी तक कोई प्रतिक्रिया नहीं दी है, पर तमाम आदिवासी विधायकों और आदिवासी संगठनों की चुप्पी आदिवासी समाज को जरूर चुभ रहा है. विपक्ष शासन-प्रशासन से ये क्यों नहीं पूछ रहा है कि जब जांच रिपोर्ट मिल गई है तो उसे सार्वजनिक क्यों नहीं किया जा रहा है? दो साल पूर्व स्वयं सीएम हेमंत सोरेन ने जांच की सिफारिश की थी. जांच रिपोर्ट मिले एक पखवारा गुजर गया है, इसके बावजूद विपक्ष के मुंह में दही क्यों जम गया है?       

सरयू राय दो साल तक चुप क्यों रहे?

सरयू राय ने देर से ही सही पर पल्स अस्पताल को लेकर अपनी जुबान तो खोली. फिर भी बहुत देर कर दी हुजूर आते-आते. 2016 में पल्स अस्पताल बनना शुरू हुआ था. उस वक्त वो पूर्व सरकार में मंत्री थे. पूर्ववर्ती सरकार के गलत कार्यों पर वो उंगली उठाते रहे हैं. वो आज भी रघुवर दास के कारनामों की जांच के लिए अब भी सीएम से गुहार लगाते रहते हैं. पूजा सिंघल के मनरेगा घोटाले में मिली क्लीन चिट पर भी उन्होंने उंगली उठायी है. ईडी प्रकरण में पल्स अस्पताल का नाम उजागर होने के बाद भुईंहरी जमीन का मामला भी सुर्खियों में आ गया है. पूर्ववर्ती सरकार को पता था कि पूजा सिंघल अपने पद और पावर का इस्तेमाल कर अपने पति अभिषेक झा के साथ भुईंहरी जमीन खरीदी है और उसपर भव्य अस्पताल का निर्माण कराया जा रहा है. 13 फरवरी 2020 को सरकार के संज्ञान में आने के बाद भी सत्तापक्ष और विपक्ष की ओर से जांच रिपोर्ट में देरी को लेकर कभी सवाल नहीं उठाए गए.

अस्पताल जिसे मिले, हमें हमारी जमीन चाहिए: कृष्णा मुंडा

इस मामले में भुईंहरदार कृष्णा मुंडा ने कहा कि माननीय केंद्र और राज्य सरकार को पल्स अस्पताल सौंपने की बात कर रहे हैं. लेकिन वो हमारी जमीन लौटाने की बात क्यों नहीं कर रहे हैं? आखिर पूजा सिंघल का भव्य अस्पताल भुईंहरी जमीन पर ही तो खड़ा है. अस्पताल किसी को भी मिले, हमें हमारी जमीन वापस चाहिए. उन्होंने कहा कि अबुआ राज में हमारे घर की महिलाएं हड़िया बेचती हैं और रेजा-कुली का काम करती हैं. पुरुष रिक्शा चलाकर किसी तरह से अपना पेट भर रहे हैं और हमारी जमीन से लोग मालामाल हो चुके हैं. उन्होंने कहा कि हमारा परिवार आज आर्थिक रूप से मजबूत होता तो हमलोग भी अदालत में फरियाद करते और अपनी जमीन रसूखदारों से छीन लेते. जल जंगल और जमीन बचाने का ढोंग कर आदिवासी सीएम हेमंत सोरेन ने इधर जांच का आदेश दिया और उधर पूजा सिंघल को अपने बगल में बिठा लिया. उन्होंने कहा कि रघुवर राज में भुईंहरी जमीन पर अस्पताल की नींव पड़ी और हेमंत राज में अस्पताल तैयार हो गया. क्या यही हेमंत सरकार का इंसाफ है?

जेएमएम विधायक चमरा लिंडा खामोश क्यों हैं?

दरअसल,आदिवासी विधायकों और आदिवासी संगठनों ने भी भुईंहरी जमीन की लड़ाई में कभी खुलकर सामने नहीं आए. जेएमएम के विधायक चमरा लिंडा कभी भुईंहरी जमीन को लेकर मुखर थे. 2015 में चमरा लिंडा ने विधानसभा में भुईंहरी जमीन का मामला उठाया था. सवाल पूछा था कि क्या डीड नंबर 4572- 26 जुलाई 2014 को, डीड नंबर 5703-15 सितंबर 2014, डीड नंबर 4571-26 जुलाई 2014, डीड नंबर 4108 और 21 जुलाई 2014 को बकास्त भुईंहरी पहनाई भूमि को निबंधित कैसे कर दिया गया? इसके जवाब में कहा गया कि प्रश्नगत निबंधित भूमि रांची शहर के मौजा बरियातू, थाना नंबर 193, खाता 184, प्लॉट 677, रकबा 0.54 एकड़ भूमि आर.एस. खतियान में बकास्त भुइहरी पहनाई दर्ज है। पूरे मामले पर जांचोपरांत कार्रवाई की बात कही गई थी। 7 साल बाद भी किसी को नहीं पता कि भुईंहरी जमीन की अगर जांच हुई तो किसे पकड़ा गया? किस पर कार्रवाई हुई? कहां है वो जांच की फाइल? ऐसे तमाम किस्से रांची के कई अंचलों में देखे-सुने जा सकते हैं।
