40 साल बाद अभ्रक उद्योग को मिलेगा जीवनदान, सुदिव्य ने की सीएम से पहल, जल्द बनेगी नई नीति, माइका मजदूरों के दिन फिरेंगे…!

झारखंड के गिरिडीह-कोडरमा इलाके के परम्परागत दम तोड़ते अभ्रख उद्योग को पुनर्जीवित करने को लेकर राज्य की सतारूढ़ जेएमएम सरकार काफी गंभीर है.  इसकी पहल गिरिडीह क्षेत्र के विधायक सुदिव्य कुमार सोनू ने की है. सोनू ने गिरिडीह शहर के अभ्रक व्यवसायियों से शनिवार को सीएम हेमंत सोरेन से मिलवा कर चालीस साल से अधिक समय से बंद पड़े अभ्रक खदानों को पुन: चालू करने का आग्रह किया है. मुख्यमंत्री ने उद्यमियों को आश्वस्त किया कि सरकार बदहाल अभ्रख उधोग की बेहतरी के लिए प्रयासरत हैं, जल्द ही न्यू ढिबरा (अभ्रख) पॉलिसी लागू की जा रही है।

मार्च 2022 के गजट में जुड़े हैं कई नये प्रावधान

बताया गया कि यह पॉलिसी लागू होने से तकरीबन चार दशकों से बंद पड़ी अभ्रख खदानों से वैध रूप से अभ्रख उत्पादन शुरू हो सकेगा, साथ ही वन विभाग और पुलिस वालों के अनावश्यक हस्तक्षेप पर विराम लग जायेगा। सीएम ने इस दिशा में पिछले वर्ष व्यावहारिक कदम उठाये हैं. राज्य सरकार ने मार्च 2022 के गजट में अभ्रख उद्योग से जुड़े कई नये प्रावधानों का उल्लेख किया है, जिसके अनुसार झारखंड राज्य लघु खनिज संशोधन नियमावली 2004 में संशोधित करते हुए वन क्षेत्र में स्थित अभ्रख खदानों के उत्पादन में लचीलापन लाये जाने के अलावा इसके भंडारण एवं नीलामी को लेकर नियम शामिल है. साथ ही राजस्थान सरकार की तर्ज पर लघु-खनिज नियमावली का झारखंड में पालन किये जाने पर भी सरकार गंभीरता से विचार कर रही है. बताया गया कि नई नियमावली लागू होने से पांच हेक्टेयर से कम भूमि में स्थित अभ्रख खदानों का खनन पट्टा व्यवसायी सीधे प्राप्त कर सकेंगे।

माइका व्यवसायियों ने सरकार के प्रयास को सराहा

अभ्रख निर्यातकों का कहना है कि हेमंत सोरेन सरकार द्वारा माइका उद्यमियों की भावनाओं को संज्ञान में लेकर सरकार का अबतक का प्रयास सराहनीय है, किंतु प्रयासों को और अधिक व्यवाहारिक बनाने से सरकार के राजस्व में इजाफा होगा और हजारों बेरोजगार के हाथों को रोजगार मिल सकेगा। निर्यातकों का कहना है कि खनिजों के प्रदेश झारखंड की खदानों में उम्दा किस्म की अभ्रख का प्रचुर भंडार है, इसके बावजूद इलाके के व्यवसायी राजस्थान से अभ्रख मंगाने को विवश हैं। पिछले एक वर्ष में लगभग दो हजार टन अभ्रख राजस्थान की खदानों से झारखंड आया है. जिसके कारण क्षेत्रीय सालाना टर्न ओवर के ग्राफ में काफी गिरावट आई है. जानकारों के मुताबिक वर्ष 2021-22 में सालाना टर्न ओवर 250 करोड़ से अधिक था, जो घटकर चालू वितीय वर्ष में सौ करोड़ के नीचे आ गया है.

माइका उद्योग की विश्व में है पहचान

गौरतलब है कि अस्सी के दशक से पूर्व समृद्ध अर्थव्यवस्था से परिपूर्ण गिरिडीह-कोडरमा इलाके की पहचान विश्व के मानचित्र में उम्दा किस्म के माइका उद्योग के रूप में रही है. सैकड़ों की संख्या में संचालित छोटी-बड़ी अभ्रख खदानों से सरकार के खाते में भारी-भरकम राजस्व जाता था। उस दौरान लगभग 50 हजार लोग किसी न किसी रूप में माइका व्यवसाय से जुड़े थे। लेकिन 1980  में वन सुरक्षा एक्ट लागू होने एवं कई अन्य कारणों से धीरे-धीरे खनन लीज जारी होना बंद हो गया। इसके फलस्वरूप यह उद्योग हाशिये के दायरे में आ गया। हालांकि कोयले की तरह ही अभ्रख का भी अवैध खनन (ढिबरा चुनने के नाम पर) बदस्तूर चलता रहा। सरकार ने इन्ही सभी पहलुओं को ध्यान में रखक्ऱ अब इस समस्या के निदान की ओर कदम बढ़ाया है, जिससे अभ्रक उद्योग एक बार फिर विकसित हो सके। लोगों को रोजगार के अवसर प्राप्त हों एवं सरकार के खाते में राजस्व का ग्राफ बढ़ सके। श्री सोनू की अगुवायी में गिरिडीह-कोडरमा के अभ्रख निर्यातक अशोक जैन पाण्डया, राजेन्द्र बगेड़िया, संजय कुमार भुदोलिया, प्रवीण बगेड़िया ,राजेश छापरिया, गोपाल बगेङिया, कोडरमा के पवन दारूका, महेश दारूका, प्रदीप भदानी ने सीएम हेमंत सोरेन से रांची में मुलाकात कर उन्हें अपनी भावनाओं से अवगत कराया।
