गिरिडीह नगर निगम: टोल टैक्स की वसूली निजी एंजेसी को देने का कई वार्ड पार्षदों ने किया विरोध, डीसी को ज्ञापन सौंपा गया

गिरिडीह: नगर निगम इन दिनों अपने नये-नये नियमों के कारण सुर्खियों में है. निगम की दुकानों के किरायों में बढ़ोतरी किये जाने, शहरी क्षेत्र की साफ-सफाई ,टोल टैक्स व अन्य करों की वसूली का जिम्मा निजी कपंनियों के हाथों में सौंपे जाने से शहरवासियों को कई प्रकार की परेशानी का सामना करना पड़ता है. वहीं निगमकर्मियों के हाथ हाशिये पर चले गये हैं, जिससे निगमकर्मियों में भी मायूसी है. हालांकि अस्थाई निगमकर्मी इस संबंध में खुलकर बोलने से बच रहे हैं, किंतु अपने भविष्य को लेकर चिंतित हैं. ताजा मामला टोल टैक्स की बंदोबस्ती को लेकर है.  

भाजपा अध्यक्ष ने डीसी को ज्ञापन सौंपा है

बताया जाता है कि टोल टैक्स की बन्दोबस्ती भी निजी कंपनी को दिये जाने का प्रस्ताव है, जिसपर नगर निगम के 35 में से 21 वार्ड पार्षदों ने पहले ही असहमति जताते हुए विरोध किया है. इस बीच भारतीय जनता पार्टी के जिला अध्यक्ष ने महादेव दुबे ने इस संबंध में गिरिडीह के उपायुक्त को ज्ञापन देकर टोल टैक्स की बन्दोबस्ती निजी हाथों में दिये जाने के निगम के निर्णय को अव्यावहारिक़ बताते हुए विरोध जताया है. ज्ञापन में भाजपा नेता ने कहा कि टोल टैक्स की वसूली निजी हाथों में दिये जाने से अतिरिक्त खर्च वहन करना पड़ेगा। जबकि टोल टैक्स निगम की आय के प्रमुख स्त्रोत हैं, जिससे निगमकर्मियों का वेतनादि का भुगतान होता है. भाजपा नेता ने कहा कि इससे पहले भी शहर में होर्डिंग/फ्लैक्स लगाने का जिम्मा एक निजी कंपनी को दिया गया। जिसके कारण निगम को भारी-भरकम राजस्व का नुकसान उठाना पड़ा. यह जांच का मामला है.

शासी निकायों का मकसद जन सुविधा जुड़ा है

भाजपा नेता ने कहा कि निजी कंपनी वाले अपनी शर्तों पर बेरोजगार लोगों की सेवा लेते हैं और समय पर मजदूरी तक नही देते हैं, जिसके कारण उन्हें धरना-प्रदर्शन के लिए विवश होना पड़ता है। उन्होंने कहा कि स्थानीय युवकों को इस त्रासदी से भी कई बार रू-ब-रू होना पड़ता है. इधर टोल टैक्स मामले को लेकर कई वार्ड सदस्यों ने कहा कि पहले ही उनलोगों ने अपना विरोध जताया। हालांकि नगर निगम प्रशासन द्वारा बोर्ड की बैठकों में इन मसलों को दुरूस्त करने एवं पार्षदों की भावनाओं का सम्मान किये जाने का आश्वासन मिलता है लेकिन होता वही है जो कुछ लोग चाहते हैं. ये शहरवासियों के हित में नहीं है।

होल्डिंग मद में पांच से दस फीसद रिबेट के लाभ से वंचित

कुछ जानकार जागरूक लोगों का कहना है कि कई सालों से होल्डिंग टैक्स एंव पानी का टैक्स एक निजी एंजेसी के द्वारा वसूला जा रहा है। लेकिन कई प्रकार की भ्रांतियों एंव पारदर्शिता के अभाव में प्रावधानों के बाद भीं होल्डिंग करदाताओं को मार्च-अप्रैल माह में होल्डिंग मद में पांच से दस फीसद रिबेट का लाभ नही मिल रहा है. अनेक करदाता को इसकी जानकारी तक नहीं है। लोगों का कहना है कि निजी कंपनी का काम पहले अपना हित होता है जबकि शासी निकायो का मकसद ही पहले जन सुविधा है.
