वन विभाग की अकर्मण्यता और शिथिलता के कारण ही , बिगड़ैल जंगली हाथियों का दशकों से वन क्षेत्र में रहने वाले ग्रामीणों की जान माल की क्षति पहुंचाई जा रही हैं , और मुकदर्शक बनी हुई है , वन विभाग ।

गुमला – गुमला जिला अंतर्गत चैनपुर थाना स्थित छतरपुर ग्राम जंगल वन क्षेत्र निवासी प्रकाश बाखला के घर में प्रातः लगभग 5 बजे प्रातः में तीन जंगली हाथियों का झुंड ने जब प्रकाश बाखला के घर को ध्वस्त करने लगा तब प्रकाश ने बिना आवाज कियें अपने परिवार को बचाकर भागने में सफल रहा और उक्त घटना की सूचना अपने गांव छतरपुर , सर्किल , बम्हनी ग्राम के ग्रामीणों दी और सैकड़ों ग्रामीणों ने सामूहिक रूप से उक्त तीनों बिगड़ैल जंगल हाथियों को बारी-बारी से उक्त गांवों के ग्रामीणों ने जतरा जंगल के तरफ भागने में सफल रहे, लेकिन उक्त तीनों बिगड़े जंगली हाथियों के पुनः वापस लौट के भय से लोग बिना खाना पीना बनाए रात रात भर अपने गांवों की सुरक्षा के लिए जाग जाग कर पहरा दे रहे हैं और अपने और अपने परिवार और अपने परिजनों की जान माल की डर से भयभीत है , फिर भी वन विभाग कान में तेल डालकर कुंभकर्णी नींद में सोया हुआ हैं , ग्रामीणों ने अपने बाल बच्चे परिवार और परिजनों की जान माल की सुरक्षा के लिए वन विभाग से गुहार लगाई है और प्रकाश बाखला ने अपने ध्वस्त घर आदि की मुआवजे के लिए वन विभाग से गुहार लगाई। यही स्थिति गुमला जिला अंतर्गत स्थित समस्त वन क्षेत्रों में निवास करने वाले समस्त ग्रामीणों की हैं , जहां एक तरफ जंगली हाथियों का झुंड चुस्त है, वही दूसरी तरफ संबंधित वन विभाग सुस्त पड़ी हुई है, वन विभाग के लोग उक्त प्रभावित क्षेत्र में जाने से भी कतराते हैं, और तो और वन क्षेत्रों में निवास करने वाले ग्रामीणों की रक्षा सुरक्षा करने वाले स्वयं उक्त क्षेत्रों में नहीं जानते हैं तो फिर कौन करेगा उक्त बिगड़ैल जंगली हाथियों से उनकी रक्षा और सुरक्षा, उन्हें छोड़ दिया गया हैं भगवान भरोसे उन्हें जीने और मरने के लिए, फलस्वरूप उक्त ग्रामीण मजबूर और लाचार हैं , वन विभाग की आक्रमान्यता और शिथिलता के कारण , वन क्षेत्रों में निवास करने वाले ग्रामीणों की स्थिति बद से बदतर हो गई है , उनकी जान माल , घर , घरेलू सामान, खाद्यान्न सामग्रियों , धान , चावल आदि और संपत्ति का लगातार ‌क्षति पहुंचा रहे हैं बिगड़ैल जंगली हाथी , यह आज की बात नहीं हैं , सब कुछ जानते समझते हैं , वन विभाग के मंत्री से लेकर संत्री तक , कर्मचारी और उच्च स्तरीय पदाधिकारी, सबको मालूम है यह दास्तान ,,, ?? खेल रहस्यमय और परदे के पीछे होता रहता है , वन विभाग का खुला खेल फर्रुखाबादी ,,,,, खेल रहे हैं और दुसरे तरफ़ , झेल रहे हैं उक्त वन क्षेत्रों के आसपास में रहने वाले सदान ग्रामीण और आदिवासी जिसकी एक बड़ी आबादी हैं ।

वन विभाग को दशकों से मालुम है की सारंडा जंगल से प्रतिवर्ष गुमला , सिमडेगा, खूंटी जिला सहित उड़ीसा और मध्य प्रदेश , छत्तीसगढ़ , बॉर्डर क्षेत्रों सहित गुमला जिला के अंतर्गत पड़ने वाले , कामडारा, बसिया, रायडीह, चैनपुर , डुमरी , कुरूमगढ़ आदि अन्य अनेक विभिन्न थाना क्षेत्र के विभिन्न गांवों में प्रवेश कर प्रत्येक वर्ष जान माल और संपत्तियों आदि का नुकसान करते रहते हैं फिर भी उन्हें वन विभाग के द्वारा समय रहते उक्त समस्याओं का समाधान नहीं किया जाता है क्यों ?? और ना ही मुआवजा नहीं दिया जाता है , मुआवजा देने की प्रक्रिया भी काफी जटिल है , जबकि मुआवजा देने के नाम पर भ्रष्टाचार और बंदर बांट करने का रास्ता काफी आसान हैं , वन क्षेत्र में रहने वाले ग्रामीणों को उक्त बिगड़ैल जंगली हाथियों को भगाने के लिए, पटाखा , टॉर्च , सुरक्षा के समान भी उपलब्ध नहीं कराए जाते हैं, अगर कभी कभार ऐसे वस्तुओं का वितरण किया भी जाता है तो मात्र फोटो खिंचवाने के लिए और रिपोर्ट तैयार कर राज्य सरकार के पास रिपोर्ट भेजने के लिए और मजबूरी में समाचार पत्रों, ( प्रिंट मीडिया ) और इलेक्ट्रॉनिक मीडिया के समक्ष वन विभाग अपने व्यक्तिगत प्रचार-प्रसार करवानें के उद्देश्य से ही,वन विभाग द्वारा ऐसा किया जाता हैं, उसके बाद फिर कोई किसी को नहीं पूछता और ना ही कोई किसी को पहचानता है ,,,, ऐसा क्यों,,,??
