राजनीतिक दलों के साथ जिला निर्वाची पदाधिकारी नमन प्रियेश लकड़ा ने बैठक में कहा-चुनाव प्रचार सामग्री का एमसीएमसी से प्री-सर्टिफिकेशन लेना जरूरी होगा 

गिरिडीह : गिरिडीह लोकसभा व 31 गांडेय विधानसभा उप चुनाव के सफल संचालन को लेकर रविवार को समाहरणालय सभागार कक्ष में जिला निर्वाचन पदाधिकारी  नमन प्रियेश लकड़ा की अध्यक्षता में सभी राजनैतिक दलों के साथ बैठक की गयी। बैठक में  सभी राजनीतिक दलों को मीडिया सर्टिफिकेशन मॉनिटरिंग कमेटी के संबध में आवश्यक जानकारी दी गई। मौके पर जिला निर्वाचन पदाधिकारी ने बताया कि चुनाव से सम्बन्धित पोस्टर, बैनर, हैण्डबिल इत्यादि के प्रकाशन के संबंध में भारत निर्वाचन आयोग द्वारा प्रकाशित चुनाव व्यय अनुश्रवण से सम्बन्धित कई दिशा–निर्देश दिए गए हैं। सभी राजनीतिक दलों को अनिवार्य रूप से दिशा-निर्देश का अनुपालन करना होगा। उन्होंने कहा कि राजनीतिक दलों द्वारा प्रकाशन एवं प्रिंटिंग प्रेस द्वारा मुद्रण के माध्यम से कोई भी विज्ञापन प्रकाशित, प्रसारित करना हो तो निर्धारित फॉर्मेट में प्रति एमसीएमसी को भी देना होगा। घोषणा पत्र में दो गवाहों का हस्ताक्षर होना आवश्यक है। घोषणा पत्र देखकर ही प्रचार सामग्री को प्रिंट किया जाय। प्रचार के लिए बनाई गई सामग्री पर हुए व्यय कैंडिडेट के खाते में जोड़ा जायेगा। सामग्री प्रिंटिंग में मुद्रक एवं मुद्रण का जिक्र के साथ स्पष्ट विवरणी रहेगी। प्रिंटिंग में आनेवाली लागत को भी दर्शाना अनिवार्य होगा।

‘प्रकाशित सामग्री में प्रिंंटर एवं पब्लिशर का नाम व पता का अंकण अनिवार्य होगा’

उन्होंने बताया कि इसके अलावा मुद्रकों की प्रचार सामग्री में मुद्रण संस्थान के नाम एवं पता व प्रकाशन करानेवाले राजनीतिक दल या उम्मीदवार का नाम स्पष्ट शब्दों में उल्लेखित करना अनिवार्य होगा। उन्होंने बताया कि यदि कोई भी व्यक्ति या प्रिंटिंग प्रेस चुनाव से सम्बन्धित कोई भी बैनर, पोस्टर, हैण्डबिल इत्यादि का प्रकाशन करते हैं, उक्त प्रकाशित सामग्री में उक्त प्रिन्टर एवं पब्लिशर का नाम एवं पता का अंकण अनिवार्य होगा। इसके अलावा केबल आपरेटर को किसी भी तरह का विज्ञापन संचालित करने से पूर्व एमसीएमसी कोषांग से विज्ञापन सामग्री का प्री-सर्टिफिकेशन प्राप्त करना अनिवार्य होगा। जिला निर्वाचन अधिकारी ने बताया कि प्रिंट/इलेक्ट्रॉनिक मीडिया, पम्पलेट, बैनर, पोस्टर, लीफलेट व अन्य प्रकाशित कराए जाने वाले सामग्री/विज्ञापन को मीडिया सर्टिफिकेशन एंड मानिटरिंग कमेटी (एमसीएमसी) से प्रमाणित कराकर अनुमति प्राप्त करनी होगी। बैठक में सभी राजनीतिक दलों के प्रतिनिधि, वरीय पदाधिकारी, मीडिया कोषांग सह उप नगर आयुक्त, जिला आपूर्ति पदाधिकारी सह निर्वाची पदाधिकारी 31 गांडेय, आईएएस प्रशिक्षु, उप निर्वाचन पदाधिकारी, सभी अनुमंडल पदाधिकारी, सभी कोषांग के नोडल/प्रभारी/सहयोगी पदाधिकारी, प्रिंट एवं इलेक्ट्रॉनिक मीडिया के कर्मी समेत अन्य संबंधित अधिकारी उपस्थित थे।
