✦ टीमों के द्वारा दी गयी रिपोर्ट के आधार पर स्कूल रुआर एवं अन्य कार्यक्रमों के प्रति लापरवाह पदाधिकारियों, विद्यालयों के विरुद्ध होगी उचित कार्रवाई
✦ स्कूल रुआर अभियान 2025 के दौरान 60,909 आउट ऑफ़ स्कूल बच्चो को विद्यालय से जोड़ने में मिली सफलता, दुमका का प्रदर्शन शानदार, लातेहार फिसड्डी
झारखंड सरकार के स्कूली शिक्षा एवं साक्षरता विभाग के अंतर्गत स्कूली शिक्षा कार्यक्रम ‘समग्र शिक्षा’ के तहत आयुवर्ग 5 से 18 के बच्चों का विद्यालय में शत प्रतिशत नामांकन सुनिश्चित कराने के उद्देश्य से सभी सरकारी विद्यालयों में ‘स्कूल रूआर कार्यक्रम-2025 (बैक टू स्कूल)’ दिनांक 21 अप्रैल , 2025 से दिनांक 10 मई, 2025 तक चलाया गया था। उक्त कार्यक्रम के अंतर्गत संचालित विविध गतिविधियों एवं आउट ऑफ स्कूल बच्चों को स्कूल में जोड़ने से संबंधित गतिविधियों के अनुश्रवण के लिए राज्यस्तरीय टीम का गठन कर लिया गया है। झारखंड शिक्षा परियोजना परिषद, एमडीएम और झारखंड शैक्षिक अनुसंधान एवं प्रशिक्षण परिषद से 24 राज्यस्तरीय टीम लीडर समेत 61 पदाधिकारियों के नेतृत्व में राज्यस्तरीय टीम दिनांक 14 मई, 2025 से 20 मई, 2025 तक सभी 24 जिलों के विद्यालय अवधि में भ्रमण करेगी। इन 61 पदाधिकारियों में विभिन्न नागरिक सामाजिक संगठन और गैर सरकारी संगठनो के राज्यस्तरीय नामित प्रतिनिधि भी शामिल रहेंगे। राज्यस्तरीय अनुश्रवण में यूनिसेफ, सिनी, थनल, नीड्स, एलएलएफ, सी 3 और लीडस् के राज्यस्तरीय पदाधिकारी सहयोग करेंगे। राज्यस्तरीय टीम स्कूल रुआर कार्यक्रम के अंतर्गत शिशु पंजी सर्वे (सर्व तिथि – दिसंबर, 2024 से जनवरी, 2025) में चिह्नित आउट ऑफ स्कूल बच्चों के नामांकन एवं संबंधित पोर्टल में इसकी रिपोर्टिंग, अभियान के दौरान नव चिन्हित आउट ऑफ स्कूल बच्चों के नामांकन एवं रिपोर्टिंग, नामांकन, यू-डायस ड्रॉप बॉक्स में सूचीबद्ध बच्चों के सत्यापन एवं नामांकन, प्रयास कार्यक्रम, ज़ीरो ड्रॉप आउट विद्यालयों का सत्यापन, लक्षित आउट ऑफ स्कूल (2025-26) बच्चों के लिए विशेष प्रशिक्षण केन्द्र की स्थापना एवं बच्चों की टैगिंग समेत स्कूली शिक्षा एवं साक्षरता विभाग द्वारा संचालित अन्य कार्यक्रमों से संबंधित गतिविधियों के क्रियान्वयन की विस्तृत समीक्षा करेगी। राज्यस्तरीय टीम में शामिल विभिन्न कार्यक्रमों के राज्य पदाधिकारियों को अपने अपने संबंधित कार्यक्रमों की भी विस्तृत समीक्षा करने का निर्देश दिया गया है।
कम से कम आठ स्कूलों का भ्रमण करना अनिवार्य, जिला शिक्षा पदाधिकारी एवं जिला शिक्षा अधीक्षक होंगे जवाबदेह
राज्यस्तरीय टीम में शामिल पदाधिकारियों को संबंधित जिलों के कम से कम आठ विद्यालयों का भ्रमण करना होगा। टीम के भ्रमण के दौरान जिला शिक्षा पदाधिकारी एवं जिला शिक्षा अधीक्षक को कम से कम एक दिन भ्रमण करना होगा। विद्यालय प्रबंधन समिति से जुड़े पदाधिकारी भी टीम के साथ जिलों का भ्रमण करेंगे। इनके अलावा सभी जिलों से प्रखंड के रिसोर्स शिक्षक भी अनुश्रवण दल के साथ विद्यालयों का भ्रमण करेंगे। प्रखंड स्तरीय पदाधिकारियों को भी अनुश्रवण दल के साथ भ्रमण करना होगा। प्रखंड स्तरीय नामित पदाधिकारियों की शत प्रतिशत उपस्थिति की जवाबदेही जिला शिक्षा अधिकारी और जिला शिक्षा अधीक्षक की होगी।
27 मई तक निरिक्षण से संबंधित रिपोर्ट राज्य को देने का निर्देश
विद्यालयों के निरिक्षण के बाद निरिक्षण प्रतिवेदन झारखंड शिक्षा परियोजना परिषद को दिनांक 27 मई, 2025 तक देना होगा। रिपोर्ट में इस बात का उल्लेख करना होगा कि संबंधित टीम के द्वारा कितने विद्यालयों का निरिक्षण किया गया है? प्रतिवेदन में आवश्यक सलाह और कार्रवाई के लिए बिंदुवार वर्णन करना होगा। टीम को यह सुनिश्चित करना अनिवार्य है कि संबंधित जिला शिक्षा पदाधिकारी एवं जिला शिक्षा अधीक्षक द्वारा अपेक्षित सहयोग प्राप्त हुआ या नहीं। प्रखंड में शिक्षा पदाधिकारियों का कार्य संतोषजनक था या नहीं। रिपोर्ट के आधार पर स्कूल रुआर 2025 समेत अन्य शैक्षणिक कार्यक्रमों में लापरवाही बरतने वाले प्रखंड स्तरीय पदाधिकारियों, विद्यालयों के विरुद्ध नियमसम्मत उचित कार्रवाई की जाएगी।
भ्रमण के दिन विद्यालय आवश्यकतानुसार समयावधि के लिए खुले रहेंगे
राज्यस्तरीय टीम के निरिक्षण को ध्यान में रखते हुए जिला शिक्षा पदाधिकारी यह सुनिश्चित करेंगे कि जिन विद्यालयों का भ्रमण किया जाना है वह आवश्यकतानुसार समय से पूर्व या देर तक खुले रहेंगे। बच्चो को निर्धारित अवधि के बाद छुट्टी दे दी जाएगी। मगर अन्य शिक्षक और सपोर्टिंग स्टाफ स्कूल में ही रहेंगे और टीम को सहयोग करेंगे। स्कूल बंद पाए जाने पर कार्रवाई की जाएगी।
60,909 आउट ऑफ़ स्कूल बच्चो को विद्यालय से जोड़ने में मिली सफलता, दुमका का प्रदर्शन शानदार, लातेहार फिसड्डी
स्कूल रुआर कार्यक्रम 2025 के तहत चलाये गए अभियान में 60, 909 आउट ऑफ़ स्कूल/ड्राप आउट बच्चो को विद्यालय से पुनः जोड़ने में सफलता मिली है। लक्षित 59,094 बच्चो से अधिक बच्चो को विद्यालय से जोड़ने में कामयाबी मिली है। बच्चो का डाटा उपलब्ध कराने के मामले में लातेहार फिसड्डी साबित हुआ है। लातेहार के 1057 विद्यालयों में से मात्र 184 विद्यालयों ने ही स्कूल रुआर अभियान से संबंधित पोर्टल में डाटा उपलब्ध कराया है। लातेहार के मात्र 17% विद्यालयों ने ही स्कूल रुआर का डाटा उपलब्ध कराया है। दुमका के विद्यालयों ने स्कूल रुआर कार्यक्रम में शानदार प्रदर्शन किया है। यहां 86% विद्यालयों ने रुआर का डाटा उपलब्ध करा दिया है। दुमका के 2301 विद्यालयों में से 1970 विद्यालयों ने स्कूल रुआर का डाटा उपलब्ध करा दिया है। प्रदेश की राजधानी रांची भी स्कूल रुआर डाटा उपलब्ध कराने में पीछे रह गयी है। रांची के 2100 विद्यालयों में से मात्र 523 विद्यालयों ने ही रुआर का डाटा राज्य को उपलब्ध कराया है। यह कुल लक्ष्य का मात्र 25% है। सभी विद्यालयों को शत प्रतिशत डाटा उपलब्ध कराने का निर्देश दिया गया है।
