कोयले की लूट के लिए केंद्र ही ज्यादा जिम्मेवार

झारखंड में इन दिनों बिजली संकट गहरा गया है. कोयले के दम पर ही यहां के सभी मुख्यमंत्री जीरो पावर कट का राग अलापते रहे हैं.  सरप्लस बिजली की बात बार-बार कही जाती रही है. पर यह सपना अबतक साकार नहीं हुआ है, वैसे मूल रूप से कोयले पर केंद्र का अधिकार है. इस लिहाज से कोयले की लूट के लिए केंद्र सरकार ज्यादा जिम्मेवार है. कोयला केंद्र सरकार का है. उसकी रक्षा के लिए केंद्रीय औद्योगिक सुरक्षा बल की तैनाती की गई है. सीबीआई, विजिलेंस आदि भी बीसीसीएल की संपत्तियों की हिफाजत के लिए ही है.

कुख्यात कोयला चोर बीजेपी में जाकर पवितर हो गये.

झारखंड में कोयला चोरी कभी नहीं रूकी है और शायद कभी रूकेगी भी नहीं. ऐसा नहीं था कि रघुवर सरकार में कोयला चोरी रुक गई थी. इतनी चोरी थी कि धनबाद के सांसद पीएन सिंह ने तत्कालीन कोयला मंत्री पीयूष गोयल को कंप्लेन की. कोयला चोरी का मामला तब जोर-शोर से संसद में उठा. नतीजा, ढाक के तीन पात. निरसा के एक कुख्यात कोयला चोर ने बीजेपी ज्वाइन कर ली. वह पवितर हो गये. बीजेपी सरकार बनी रहती तो वे पवितर ही बने रह जाते. इस सरकार में उनके सील भट्ठा से भारी पैमाने पर चोरी का कोयला निकला.

इस सरकार के क्या कहने. सरकार की पॉलिसी में ही कोयला चोरी समाहित है. गुरुजी ने पहले ही इसे गरीब का हक बता दिया. हालांकि चोरी के कोयले से पले-बढ़े माफिया. खबर थी कि चोरी के कोयले के पैसे से ही आपणो घर बसा है. ऊंची अट्टालिकाएं. इसमें कोयला चोरी का पैसा लगा है. यह हम नहीं इनकम टैक्स विभाग ने कहा. मगर, होता जाता क्या है? उनकी बड़ी ऊंची पहुंच है.

कोयला चोरी मामले में सब हैं मौसेरे भाई

रघुवर सरकार ने कोयला चोरी के मामले की एसीबी से जांच की घोषणा की. मगर, जांच हुई ही नहीं. भला एक इंस्पेक्टर डीआइजी, एसपी के खिलाफ जांच करता? कोयला चोरी मामले में सब मौसेरे भाई. एक सिंडिकेट में कयी दलों के काले चेहरे. कोई जिला परिषद का, कोई भाजपा से झामुमो में कूदनेवाला. कोई और…. क्या यहां बंगाल से कम कोयला चोरी होती है? अगर, हां तो बंगाल की तरह धनबाद की कोयला चोरी की जांच भी सीबीआई को क्यों नहीं सौंपी जाती है? इसमें तो किसी स्टेट का परमिशन नहीं चाहिए. दूध-का-दूध पानी का पानी हो जाएगा…!
