आदिवासी व सरकारी जमीन पर रांची नगर निगम ने बिल्डिंग निर्माण का परमिशन कैसे दिया…?

अगर आपसे पैसा, पहुंच-पैरवी है तो रांची नगर निगम से फर्जी कागजात के आधार पर भी नक्शा पास हो जाएगा. आदिवासी और सरकारी जमीन तो रसूखदारों के साफ्ट टारगेट में रहता है. मोरहाबादी मौजा के बरियातू इलाके में अधिकतर जमीन आदिवासी या भुईंहरी जमीन पर रसूखदारों ने गलत ढंग से नक्शा पास कराकर अस्पताल और प्रतिष्ठान खड़े कर लिए. लेकिन नगर निगम के अधिकारियों की इनपर नजरें इनायत रही.

नगर निगम ने 3 माह पूर्व दिया है परमिशन

रांची नगर निगम के नगर आयुक्त द्वारा सरकारी और बेलगान आदिवासी खातों की जमीनों पर बिल्डिंग बनाने का परमिशन दिया गया है. 12 मार्च 2022 को गोपाल अग्रवाल और श्रीमती किरण पोद्दार को नगर निगम ने परमिशन दिया. दोनों ने 14 जून 2021 को नगर निगम में आवेदन दिया था. जिस जमीन पर बिल्डिंग बनाने का परमिशन दिया गया है, वो गैर मजरुआ आम और बेलगान आदिवासी की जमीन है. सरकारी जमीन के अगल-बगल में बेलगान आदिवासी जमीन है. रसूखदारों ने आदिवासी प्लॉट और सरकारी जमीन को मिलाकर चहारदीवारी खड़ी कर ली है.

बेलगान आदिवासी जमीन पर कैसे मिला परमिशन?

बता दें कि खाता सं-80 में प्लॉट नं- 1163, 1164, 1166, 1169 और 1170 की जमीन पर रांची नगर निगम के नगर आयुक्त ने बिल्डिंग डेवलपमेंट के लिए परमिशन दिया है. उपलब्ध कागजात के अनुसार खाता सं-80 के खतियान के सभी प्लॉट महरंग मुंडा वगैरह के हैं. प्लॉट नं-1163, मालिक महरंग मुंडा, रकबा 21 कट्ठा, प्लॉट सं-1166, मालिक जूना मुंडा, रकबा-5 डिसमिल, (बेलगान) प्लॉट नं-1169, मालिक जूना मुंडा, रकबा-4 डिसमिल (बेलगान) और प्लॉट नं-1170, मालिक जगराम मुंडा, रकबा-4 डिसमिल (बेलगान) जमीन आदिवासी खतियानी है. इनमें 1163 प्लॉट बेलगान नहीं है. वहीं खतियान में प्लॉट नं-1164, रकबा-16 डिसमिल जमीन का जिक्र नहीं है, क्योंकि यह जमीन गैर मजरुआ आम है और ये नक्शे के इसे सार्वजनिक रास्ता बताया गया है.

जानिए…कैसे हड़प ली गई आदिवासी जमीन

उल्लेखनीय है कि जिस जमीन पर नगर निगम से बिल्डिंग डेवलप के लिए मंजूरी मिली है, उसके पंजी-ii में सिर्फ खाता सं- 80 के प्लॉट नं-1163 में 5 कट्ठा 10 छटांक (लगभग 9 डिसमिल से अधिक) अंकित है. शेष प्लॉट नं- 1164, 1166, 1169 और 1170 में शून्य दर्शाया गया है. पंजी-ii में जमीन मालिक गोपाल अग्रवाल, पिता स्व.अरुण लाल अग्रवाल और श्रीमती किरण पोद्दार पति पुरुषोत्तम पोद्दार के नाम दर्ज है. इसमें गैर मजरुआ आम की 16 डिसमिल जमीन (रास्ता) जमीन को मिला दें तो 25 डिसमिल जमीन पर इन दोनों का कब्जा है. इसका मतलब बेलगान आदिवासी जमीन (5 कट्ठा 10 छटांक) पर ही नगर निगम ने बिल्डिंग डेवलप के लिए सेंक्शन किया है. दूसरी तरफ इन दोनों के अलावा इसके ठीक बगल में संजय जैन, पिता राजकुमार जैन ने म्यूटेशन के बड़गाई अंचल में आवेदन किया है, जिसका केस सं-2978/2021-2022, 11 दिसंबर 2021 से लंबित है. इसका खाता-सं-80, 1162-1163, रकबा 7.85 डिसमिल है. खतियान में यह जमीन आदिवासी खतियानधारक महरंग मुंडा का है, जिसका रकबा क्रमश: 53 और 21 डिसमिल है. इस जमीन को सच्चिदानंद लाल, पिता स्व. मधुसूदन अग्रवाल ने संजय जैन के हाथों बेच दिया है. दोनों जमीन की चहारदीवारी के बीचोंबीच 16 डिसमिल जमीन (रास्ता) है.

नगर निगम तत्काल परमिशन रद्द करे: कृष्णा मुंडा

इस मामले में भुईंहरदार कृष्णा मुंडा ने बताया कि करीब 35 साल पूर्व जैन बंधुओं ने बागवानी के नाम पर हमारे पुरखों से यह जमीन ली थी. उसने कहा कि हमारे सभी गोतिया ने कभी इसपर ध्यान नहीं दिया. क्योंकि जमीन की हकीकत उन्हें मालूम नहीं थी. इसके बाद कृष्णा ने खतियान निकलवाया, तब मालूम चला कि उक्त सभी हड़पे गए प्लॉटों के खतियानधारक उनके पुरखे हैं. उसने बताया कि प्रदीप मुंडा, सूरज मुंडा, हरि मुंडा, मांगा मुंडा (कृष्णा मुंडा के पिता) छोटू मुंडा और छट्ठू मुंडा के दादाओं के नाम से जमीन खतियान में दर्ज है. लेकिन रसूखदारों ने अंचल कार्यालय की मदद से जमीन हड़प ली है. उसने बताया कि गरीबी-भुखमरी के कारण हमारे परिवार कोर्ट-कचहरी नहीं जा सके. उसने बताया कि अंचल कार्यालय में पहुंच-पैरवी और पैसेवालों की पूछ है. इसी का फायदा उठाकर रसूखदारों ने हमें जमीन से बेदखल करने में अबतक कामयाब हैं. उसने कहा कि पर अब हमारे परिवार के सभी सदस्य सतर्क हो गए हैं. भले नगर निगम ने बिल्डिंग डेवलप के लिए रसूखदारों को सेंक्शन कर दिया है, पर अपने पुरखों की जमीन बचाने के लिए हमलोग किसी भी हद तक जा सकते हैं. वह नगर निगम के अधिकारियों से सवाल किया है कि आखिर परमिशन से पूर्व जमीन का इतिहास क्यों नहीं जाना गया? बड़गाई अंचल कार्यालय की भूमिका पर भी सवाल उठाते हुए कहा कि कमिश्नर को प्रतिवेदन में बताया गया कि 16 डिसमिल जमीन गैर मजरुआ आम है, जो रास्ता है, और वाद अस्वीकृत है, तो फिर वहां चहारदीवारी क्यों है? और किसके कब्जे में है, यह क्यों नहीं बताया गया?

क्या रसूखदार सब कुछ मेनैज कर लेंगे…?

ऐसा लगता है आदिवासी खतियानी जमीन अब सिर्फ कागज के  टुकड़े रह गए हैं. अब इसका कोई मोल नहीं है. राजस्व विभाग के अफसरों ने इसे बेमोल कर दिया है. रांची में जमीन के कागजात का दुरूस्त नहीं होना, झारखंड के लिए अभिशाप बना हुआ है. 1927 में शुरु हुए सर्वे का अंतिम प्रकाशन 1935 में हुआ। इसके बाद किसी भी जिले का पूर्ण सर्वे नहीं हुआ। रांची में 1978 में सर्वे की अधिसूचना जारी हुई, लेकिन सर्वे पूरा नहीं हुआ। इसका अफसरों ने खूब फायदा उठाया. सत्ताधीशों से इसमें सुधार की उम्र्मीद अब बेमानी लगती है. खैर…! देखना है कि कृष्णा मुंडा के परिवार को इंसाफ मिलेगा या फिर सदा की तरह रसूखदार सब कुछ मेनैज कर लेंगे?
