डीएमएफटी की प्रबंधकीय समिति एवं न्याय परिषद की बैठक संपन्न – खनिज प्रभावित क्षेत्रों के विकास हेतु योजनाओं को गति देने पर जोर

गुमला : – गुमला उपायुक्त कर्ण सत्यार्थी की अध्यक्षता में जिला खनिज फाउंडेशन ट्रस्ट (DMFT) की प्रबंधकीय समिति एवं न्याय परिषद की बैठक जिला समाहरणालय स्थित सभागार में संपन्न हुई। बैठक में जिले के खनिज प्रभावित क्षेत्रों के समावेशी और सतत विकास के लिए विभिन्न प्रस्तावों पर विचार-विमर्श किया गया।

बैठक की शुरुआत में उप विकास आयुक्त दिलेश्वर महत्त्तो ने उपस्थित सदस्यों को डीएमएफटी के उद्देश्यों, स्वरूप एवं सरकार द्वारा जारी दिशा-निर्देशों से अवगत कराया। उन्होंने बताया कि ट्रस्ट का प्राथमिक उद्देश्य खनन प्रभावित क्षेत्रों के निवासियों को मूलभूत सुविधाओं की उपलब्धता सुनिश्चित कराना है।

उपायुक्त गुमला कर्ण सत्यार्थी ने बैठक को संबोधित करते हुए कहा कि खनिज प्रभावित क्षेत्र के रूप में पूर्व से चिन्हित गांवों के अतिरिक्त अब पत्थर, बालू उत्खनन क्षेत्र एवं ईंट भट्ठा प्रभावित क्षेत्रों को भी सम्मिलित किया गया है। इस विस्तार के साथ अब कुल 123 गांव खनिज सघन क्षेत्र के अंतर्गत आ चुके हैं। उन्होंने स्पष्ट किया कि डीएमएफटी के अंतर्गत प्राप्त निधि का उपयोग ऐसे निर्माण कार्यों में किया जाएगा, जिनसे स्थानीय नागरिकों को दीर्घकालिक लाभ प्राप्त हो सके।

बैठक के दौरान विभिन्न जनप्रतिनिधियों एवं सदस्यों द्वारा अपने-अपने क्षेत्रों की समस्याओं से उपायुक्त गुमला को अवगत कराया गया। इन पर चर्चा करते हुए उपायुक्त ने सभी जनप्रतिनिधियों से आग्रह किया कि वे ग्राम सभाओं का आयोजन कर ग्रामीणों की सर्वसम्मति से लिखित प्रस्ताव तैयार करें। इन प्रस्तावों पर शीघ्र कार्रवाई की जाएगी। प्राप्त प्रस्तावों में मुख्य रूप से सड़क निर्माण, आंगनवाड़ी केंद्र, स्वास्थ्य भवन, विद्यालय भवन, पुल निर्माण तथा नहर जैसी आधारभूत संरचनाओं के निर्माण की मांग प्रमुख रही।

उपायुक्त ने जिला खनन पदाधिकारी को निर्देश दिया कि खनन से संबंधित समस्त जानकारी सभी सदस्यों को प्रदान की जाए, ताकि उन्हें अपने क्षेत्रों में हो रहे वैध एवं अवैध खनन की जानकारी हो और अवैध खनन की पहचान कर उस पर रोक लगाई जा सके। उन्होंने सभी सदस्यों से अपील की कि यदि उन्हें अवैध खनन से संबंधित कोई जानकारी प्राप्त होती है, तो उसे शीघ्र प्रशासन के संज्ञान में लाएँ।

बैठक में डीएमएफटी के अंतर्गत सामाजिक सरोकार से जुड़े निर्माण कार्यों को प्राथमिकता देने का निर्णय लिया गया, जिनमें विशेष रूप से आंगनवाड़ी केंद्र, विद्यालय, स्वास्थ्य केंद्र आदि शामिल हैं। उपायुक्त ने इन सभी कार्यों की नियमित मॉनिटरिंग के निर्देश भी संबंधित सदस्यों को दिए।

घाघरा और बिशुनपुर प्रखंड अंतर्गत पाट क्षेत्रों में जारी योजनाओं की प्रगति को देखते हुए त्वरित निष्पादन का निर्देश दिया। साथ ही, 15 वें वित्त आयोग की योजनाओं के अंतर्गत चापाकल, जलमीनार की मरम्मती जैसे छोटे मगर आवश्यक कार्यों को शीघ्र पूरा करने की बात कही गई।

उपायुक्त ने आवासीय विद्यालयों एवं छात्रावासों में शौचालय निर्माण तथा भवनों की मरम्मती संबंधी प्रस्ताव शीघ्र उपलब्ध कराने का निर्देश दिया। उन्होंने सभी मुखियाओं एवं जनप्रतिनिधियों से 10 दिनों के भीतर ग्राम सभाएँ आयोजित कर प्रस्ताव उपलब्ध कराने की अपील की। बैठक में अन्य कई प्रशासनिक व तकनीकी विषयों पर भी चर्चा हुई और आवश्यक दिशा-निर्देश जारी किए गए।

बैठक में खूंटी एवं लोहरदगा लोकसभा क्षेत्र के सांसद प्रतिनिधि, विशुनपुर विधानसभा क्षेत्र के प्रतिनिधि, वन प्रमंडल पदाधिकारी, डायरेक्टर डीआरडीए, सिविल सर्जन, जिला पंचायती राज पदाधिकारी, जिला खनन पदाधिकारी, विभिन्न विभागों के कार्यपालक अभियंता, विभिन्न प्रखंडों के प्रमुख, मुखिया, उपमुखिया सहित संबंधित पदाधिकारी एवं कर्मी उपस्थित रहे।
